The GRREAT programme is a multiyear programme in support of Government’s national health, nutrition, violence against women, education sector and HIV plans. The programme puts adolescent girls and boys at the centre and works across different sectors at sub national and national levels. It requires careful programme development, planning, coordination and monitoring within UNICEF, with UNFPA as well as with external government and non-government partners. The incumbent will be responsible for the overall management, coordination, support advocacy, partnerships and overall technical support to the programme for the activities implemented in Mainland and in Zanzibar. S/He will liase closely with the responsible focal points in the UNICEF Mbeya and Zanzibar offices.

Summary of key functions/accountabilities:

The Adolescent Development Specialist is responsible for managing, monitoring, evaluating and reporting of high impact interventions in adolescent health, development and well-being.  Emphasis needs to be paid to ensuring that the project activities empower girls and advance their rights. The Specialist will ensure this through technical guidance and operational support throughout the programming process to facilitate the achievement of concrete and sustainable results according to plans, allocation, results based-management approaches and methodology (RBM) and organizational Strategic Plans and goals, standards of performance and accountability framework for the implementation in Mainland and in Zanzibar. The responsibilities include:

Support to programme development and planning

Programme management, monitoring and delivery of results

Technical and operational support to programme implementation

 Networking and partnership building

 Innovation, knowledge management and capacity building

Education

An advanced university degree in one of the following fields is required: anthropology, psychology, sociology, health or another relevant technical field.

Language Requirements

Fluency in English is required. Knowledge of the local language is an asset.
