By putting evidence-based health innovations into everyday practice, Jhpiego works to break down barriers to high-quality health care for the world’s most vulnerable populations. Jhpiego, implementing a number of projects in Tanzania, wishes to recruit the following positions, available for immediate filling.

Position: Biomedical Advisor [Two positions based in Dar ES Salaam]

The Biomedical Advisor will provide technical oversight and direction for the biomedical interventions. S/he will collaborate with the Senior Biomedical/Treatment Advisor to provide technical assistance on the provision of KVP-focused HIV prevention, family planning, STIs, GBV and TB screening. S/he will collaborate and build the capacity of care and treatment and FP implementers in the region in provision of KVP-friendly services. The incumbent will also provide guidance, monitoring and technical assistance on biomedical/treatment services to the MOCDGEC, R/CHMTs, HIV/AIDS prevention, care and treatment partners, and KVP-focused CBOs in all Sauti regions. S/he will provide technical and programmatic assistance that incorporates evidence-based best practices in the design, implementation, coordination, monitoring and evaluation of the HIV biomedical prevention and treatment programming, and work closely with MOHCDGEC and other government and non-government agencies to implement culturally appropriate interventions, advocating for increased community based interventions. S/he will work with the Senior BiomedicalTreatment Advisor to ensure that comprehensive HIV prevention is built and sustained across the local and central government structures, and local CBOs. S/he will promote and ensure proper integration of HIV biomedical prevention activities with other activities particularly those related to reproductive health, family planning, and tuberculosis.

Responsibilities:

• Support the Senior Biomedical-Treatment Advisor in establishing and working closely with senior level counterparts in the MOHCDGEC, regional care and treatment partners, and other government and non-governmental partners to advance HIV biomedical prevention for key and vulnerable population in the implementation regions and the whole country at large
• Represent the Sauti Project in technical, policy, management and strategic working groups and other platforms
• Lead the coordination, supervision and provision of HIV testing and counseling, family planning service provision, linkages to care, treatment, and support, and referrals to GBV, TB, STI and other biomedical services at drop in centers and mobile sites, as well as support the MOHCDGEC in selected health facilities.
• Ensure all clinical procedures at drop in centers, health facilities and mobile outreaches follow national guidelines and protocols developed by the MOHCDGEC.
• Train and mentor healthcare providers, community counselors, R/CHMTs to address their attitude and belief towards KVPs, as well as improve the capacity of providers and R/CHMTs to deliver core and expanded packages of services
• Lead the operationalization of the National Guidelines for Comprehensive Package of HIV Interventions for KVPs
• Advocate for and ensure integration of HIV/AIDS activities with other related activities including maternal and child health, family planning, and tuberculosis
• Assist with coordinating the necessary technical input from partners required for key activities and work closely with external stakeholders, consultants and experts as required to ensure that the continuum of prevention is strengthened
• Ensure the dissemination of national policy, standards and guidelines on KVP HIV programming at the regional level
• Coordinate regional technical inputs into the annual work planning
• Contribute/coordinate with project’s M&E activities to ensure that the project meets set targets in accordance with national and PEPFAR standards
• Work collaboratively with other project team members to ensure necessary project planning, development, resource availability and management activities function smoothly and efficiently
• Cultivate strategic relationships and alliances with other PEPFAR partners in the respective region
• Promote and support the dissemination of project best practices and lessons learned among the project team, key stakeholders (including the MOHCDGEC), local partners, CDC, USAID and PEPFAR collaborators
• Write, co-author and otherwise support the documentation of Sauti-TZ program results in international conferences and through peer-reviewed journals and publications
• Provide on-going coaching, mentoring and hands-on supervision to clinicians in drop in centers and health facilities
• Lead the process of developing protocols and standard operating procedures for referrals and case management of HIV+ KVP.
• Ensure linkages of KVPs to other behavior and structural services which facilitate positive protective behaviors
• Provide technical assistance and participate in supportive supervision of clinical staff to ensure quality health care delivery; support the MOHCGDEC to do the same in select sites

• Prepare monthly, quarterly and annual reports relating to curative and preventive clinical activities; assist in preparation of annual proposal and progress reports as per donor requirements.
• Participate in various research activities Knowledge, Skills and Experiences:
• Experience in overseeing the technical implementation of an HIV prevention and treatment or related clinical services portfolio
• Proven supervision and leadership skills, as well as skills in training, facilitation, team building and coordination

• Strong leadership and technical capacity to support service delivery, especially at the community level
• Excelent grasp of clinical issues and current literature HIV/AIDS, family planning, TB and STIs
• Strong change management, results-oriented and decision-making skills
• Excelent written and oral communication and presentation skills in English and Kiswahili.
• Experience in KVP or related programs
• Experience in planning, developing, implementing and evaluating HIV public health programs
• Experience working in the Tanzanian public health sector highly desirable particularly in areas of HTS, HIV care and treatment, family planning, and TB.
• Experience working with USG programs is highly desirable
• Experience and understanding of the PEPFAR framework is desirable
• Ability to travel to the field up to 50%

Qualifications

• Medical degree (doctor or nursing) required, with additional post-graduate training in public health desirable
• At least 8 years demonstrated experience working in one or more areas of biomedical HIV prevention including: HIV care and treatment (required), HIV counseling and testing services, PMTCT, home-based care, and/or voluntary medical male circumcision.
