Child Safeguarding:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
The role holder will be responsible for delivering high quality, accessible and reliable support, guidance and capacity to emergency/humanitarian response teams and country offices in order to challenge and encourage engagement as we progress full implementation of the Child Safeguarding Policy and procedures
Will receive safeguarding referrals and coordinate a procedure which addresses and prioritises the needs of those affected by liaising with statutory agencies.

Scope of role: Save the Children has been operational in Tanzania since 1986 providing support to children through developmental and humanitarian relief programmes delivered in support of Government of Tanzania priorities and policies both directly and through local partners. Current programming focuses on child protection, child rights governance, education, nutrition, HIV/TB and emergency response. We currently have an operational presence in Dodoma and Singida, Shinyanga, Zanzibar, Songwe and Kigoma and we work through partners in other parts of the country.

KEY AREAS OF ACCOUNTABILITY:
- Child Safeguarding:
- Identify and address training needs of staff and stakeholders in humanitarian response in relation to keeping children safe
- Coordinate CSG capacity building and mobilise project staff, incentive workers, partners and other stakeholders to undergo training in Child Safeguarding issues through formal and refresher sessions, discussion of case studies etc.
- Train and support the CSG Focal Points, project coordinators in the fulfillment of their respective CSG and protection responsibilities
- Develop and prepare materials for all Child Safeguarding related training
- Assist in organizing, facilitation of child safeguarding training for project staff, volunteers, beneficiaries, stakeholders and partners.
- Facilitate translation of material, editing and follow up of publication products.
- Develop child safeguarding messages for various groups of stakeholders and facilitate publication.
- Conduct risk assessment of sectors, projects, and partners in collaboration with respective contacts and focal points of the country program.
- Compile partners’ activity documents, analyze partners risk assessment result and support on the identified gap.
- Conduct proposal risk assessment, design mitigation plan and develop financial activity plan.
- Compile and develop a report of field child safeguarding activities with coordination of focal points. Assist sectors on reviewing of proposals on child safeguarding lenses to ensure a safe program is implemented.
- Facilitate and compile mapping of service provides at all field office to ensure reported cases are referred to relevant stakeholders.
- Facilitate children participation for the development of child safeguarding, code of conduct and input for the review to strengthen CSG practice and integration in staff and project activities
- Organize learning forum on child safeguarding practices at different level.- schools and CFS etc
- Coordinate employees trained in TOT and ensure that they are implementing strong child safeguarding systems to partners and the organization at large
- Provide technical guidance on Child Safeguarding to CSF focal persons, partners and other key stakeholders including consultants
- Conduct supervision and monitoring visits to the field for quality assurance
- Develop CSG activity reports and training plans and share with all focal persons for implementation.
- Maintain all CSG reports and file appropriately
- Maintain clear records of number of staff, partners, volunteers, incentive workers and other parties trained in Child Safeguarding
- Coordinate with the MEAL area (Monitoring, Evaluation, Accountability and Learning), the evaluation processes for the compliance of indicators of safe programming.

QUALIFICATIONS AND EXPERIENCE
- A University degree in the social sciences or relevant subject, at least five years in capacity building and technical assistance provision to Government, NGOs/CBOs;
- Experience in child protection/child safeguarding practice; including work and vulnerable children and managing issues.
- In-depth understanding of children’s issues in Tanzania, demonstrable commitment to Children’s Rights, coordinated care, case management and, child development processes and practices in Tanzania;
- Good data management, data analysis skills;
- Ability to communicate complete and sensitive information to a wide and diverse audience
- Ability to foster and maintain strategic alliances across multiple stakeholders;
- Strong experience and ability to facilitate training to a diverse audience (in terms of education, language ability…)
- Willingness to travel to and work in hard-to-reach areas; computer literacy and excellent documentation and report writing skills in English are a must;
- Highly developed interpersonal and communication skills including influencing, negotiation and coaching.
- Experience in assisting on the development of the local procedure, manual, guidance on child safeguarding.
