BACKGROUND

Plan International is an independent development and humanitarian organisation that advances children’s rights and equality for girls. Plan has over 80 years experience and works in more than 75 countries across the world. We strive for a just world, working together with children, young people, our supporters and partners.

Plan International has been working in Tanzania since 1991. Our work supports marginalised children and youth, especially adolescent girls, to grow up physically and mentally healthy and ready to shape their future. We create an enabling environment and empower girls to be active drivers of change in realizing their rights. We prioritize working with partners, and ensuring all of our work is evidence-based.

Plan International Tanzania responds to the Burundian Emergency program in Kibondo and Kasulu since October 2015 due to Burundian refugees’ influx with special focus on Case Management,  Psychosocial support activities, and Education in Emergencies (EiE).

ROLE PURPOSE

This role provides compliance and monitoring of all aspects of key donor-funded projects implemented by Plan International as part of its Burundian Refugee Response Programme in Kigoma.

 

DIMENSIONS OF THE ROLE

• Directly reports to the Emergency Response Manager with dotted lines to the Award Specialist
• Responsible for general oversight and compliance (working with and through programme departments) of projects with total budgets of over € 500,000;
• Works closely and collaboratively with programme staff to coordinate project activities and to ensure that donor funding access high quality, leading-edge sectorial programmes;
• Acts as a focal point and coordinator for high-quality proposals and reports, including information sharing from programme to donors and vice-versa;
• Develops expertise on donor requirements (including knowledge on donor specific expectations particularly on proposals and expenditure restrictions) and communicates these clearly to Plan personnel.

 

ACCOUNTABILITIES

1. General Activities

• Monitor and oversee project planning, coordinating with programme departmental heads;
• Work with the ERM to oversee the management of the grant, including timely implementation of planned activities and the appropriate expenditure of funds;
• Work with the finance and administration/ logistics/ security teams to ensure that the project activities and reports are implemented in a timely manner and in accordance with the project design and Plan International and Donor procedures;
• Communicate proactively to the procurement team to ensure that required inputs are available for the implementation of the activities in the refugee camps and other communities;
• Prepare weekly, monthly, quarterly and end-of-project reports in a timely manner;
• Regularly review Budget-versus-Actual financial reports and ensure donor financial reports are accurate and demonstrate timely implementation and efficient use of donor funds, working closely with the finance department to track spending and to propose corrective measures if necessary;
• Ensure proper coordination with other agencies and NGOs;
• Liaise between the organization and the local authorities (particularly the Ministry of Home Affairs) in project interventions and enlist the support of the government, NGOs and community stake holders;

2. Capacity building and training  

• Identify needs and design a capacity building program in key areas such as child protection, child rights, monitoring and evaluation in accordance with the requirements of donors;
• Facilitate project workshops (start-up, review, closing) to ensure all stakeholders understand all elements of the project design and can contribute to a high-performance team;
• Ensure all the Plan International child protection policy is respected by project staff and all Plan associates, including incentive workers and other partner agencies funded by the project;

3. Monitoring and Evaluation

• Work closely with the MEAL team to identify strengths and areas of improvement of project activities and support a Strength Based Approach in all elements of project design, implementation, monitoring and review;
• Work with the MEAL team to ensure the implementation of a baseline study;
• Assist the MEAL officer and manager to develop a monitoring and evaluation plan in line with the Donor reporting requirements;
• Assist the MEAL officer and Manager to facilitate internal and external evaluations of the project, the use of these opportunities and to encourage positive, on-going improvements and opportunities to address challenges and learning opportunities;
• Preparation of weekly, monthly and other reports as required;

 

5. Compliance  

• Ensure compliance with Donor’s and Plan International’s rules and regulations in all areas including financial management, record keeping, procurement, etc;
• Comply with Plan International policies and procedures;
• Ensure that receipts and supporting documents are provided to the finance department in Kibondo, in accordance with the donor and Plan International requirements;
• Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

 

KEY RELATIONSHIPS

• All program staff engaged in implementing the relevant projects with a focus on department heads given their technical oversight of the programme implementation;
• Donor representatives, Plan International National Organizations and the Plan International Tanzania Country Office staff including the Business Development Unit;
• Other Compliance and Reporting Coordinators;
• Other international NGOs, partners and Government staff, particularly those involved in refugee camps management tasks and responsibilities;
• Finance, Admin, ICT and HR staff as appropriate;

 

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

Essential

• At least 4 years of experience coordinating emergency or development projects within an international NGO;
• Strong verbal and written communication skills in English, including strong editing skills;
• Professional experience interacting with partners and achieving project outcomes accordingly;
• Ability to act as a positive ole model and demonstrate conflict solving behaviours;
• Effective organizational skills;
• Excellent IT skills, including high-level MS word skills;
• Ability to build and foster collaborative working relationships with diverse stakeholders including project staff, partner staff and local government representatives;

A bachelor Degree in relevant area such as social science/ development studies

Desirable

• Working knowledge of Kirundi (desirable);
• Management and leadership skills;
• Skills in communicating with multicultural populations;
• Knowledge of child development and family interactions;
• Knowledge of child protection issues and experience in interacting with problematic youths;
• Supervisory skills;
• Ability to monitor project results and expenditures against work plans;
• Strong facilitation and training skills to supervise the work of the staff involved in this programming;
• The job holder will be doing all issues of donor compliance, report writing, capacity building and training.

PHYSICAL ENVIRONMENT

The job holder requires 30 % fieldwork in 3 camps and 70 % office-based environments.
