PURPOSE OF THE ASSIGNMENT

Support strengthened disaggregated collection, analysis, visualization (profiles) and use of data on adolescent and young people health and well-being at the council level in order to facilitate evidence-based decision making, planning and budgeting for interventions targeting adolescents, young women and their male partners at the Regional and Local Government Authorities (LGAs).

Background:

To curb the challenges faced by adolescent girls and young women, the Government of Tanzania collaborates with development partners to implement AGYW impactful and evidenced based interventions that promote and protect AGYW health. Two of the main development partners supporting the Government of Tanzania to reach these objectives through delivery of comprehensive HIV prevention initiatives for AGYW are UNICEF and the US President's Emergency Plan for AIDS Relief (PEPFAR). PEPFAR supports implementation of the DREAMS Initiative (Determined, Resilient, Empowered, AIDS Free, Mentored and Safe), which is currently being expanded in eight councils in three regions. UNICEF is collaborating with USAID to strengthen DREAMS and other AGYW initiatives in Tanzania more broadly. The President's Office Regional Administration and Local Government (PORALG) is mandated to coordinate and oversee the implementation of DREAMS and other AGYW impactful interventions through Regional Secretariats (RS) and Local Government Authorities (LGAs).

The use of disaggregated data at LGA level is critical to understand the disparities experienced by AGYW in the HIV epidemic and with regard to sexual and reproductive health outcomes in order to inform programming and drive interventions towards equity-driven impact. However, data collected are often not disaggregated by age or sex to reveal information specific to adolescents and young people. UNICEF is working with the Government of Tanzania to strengthen evidence based planning and budgeting across sectors using disaggregated data that cover adolescents and young people. To feed into this larger objective, UNICEF, with support from USAID, is assisting PORALG to recruit a consultant to work with the eight DREAMS-implementing councils to develop district AGYW profiles with key indicators on adolescent health and wellbeing in collaboration with implementing partners. PORALG subsequently intends to interpret and utilize these data profiles in local planning and budgeting processes in collaboration with adolescents and young people themselves, in order to prioritize targeted adolescent and young women impactful interventions in council plans for improved adolescent health and wellbeing outcomes.

Available data will be analyzed by disaggregating them in the following categories: Marital status, education (in and out of school, highest level of completed education), geographical area, risk factors for HIV and adverse SRH outcomes, other demographic factors and pattern of utilization of adolescent health interventions and health services, and age group (10-14, 15-19 and 20- 24 years old).

This exercise will specifically take place in the eight district councils that are implementing the DREAMS initiative in Mbeya (Mbeya CC & Kyela DC), Shinyanga (Shinyanga MC, Shinyanga DC, Kahama TC, Ushetu DC & Msalala DC) and Kagera (Muleba DC) regions.

Responsibilities:

The purpose of this consultancy is to develop adolescent and young people district profiles, using disaggregated data on health and wellbeing, for eight councils implementing the DREAMS initiative. These profiles will support strengthening of disaggregated collection, analysis, visualization and use of data on adolescents and young people at the council level in order to facilitate evidence-based decision making, planning and budgeting for interventions targeting adolescents, young women and their male partners at the Regional and Local Government Authorities (LGAs).

The objectives of the assignment are:

  1. Review outcomes of PORALG’s recently completed data and data collection tool review and analysis meeting (specific to this exercise) in addition to databases relevant for this assignment such as the DHIS2, CTC, Education sector databases etc. to assess the current level of disaggregation, recommend tool adjustments and select indicators for adolescent and young people profiles
  2. Develop and validate adolescent and young people profiles for eight district councils implementing DREAMS in collaboration with adolescents, young people, local government and implementing partners

The consultant's direct reporting line for submission of deliverables will be the Chief HIV/AIDS at UNICEF (Dar es Salaam), however the consultant will on day-to-day basis work closely with and take direction from the DREAMS focal point at the PORALG Department of Health, Social Welfare and Nutrition for implementation of the activities.

The following are the expected results:

The consultant will specifically support the Department of Health, Social Welfare and Nutrition services at PORALG to support the eight councils to develop the draft adolescent district profiles, which will reviewed and validated through a joint stakeholders meeting.

Location and duration:

This assignment will be of three months duration (June-August) with contract closure no more than one month later (end September). The contract will be home-based with two missions to Dodoma and three missions to Mbeya, Kagera and Shinyanga regions with visits to each of the 8 district councils implementing DREAMS.

Requirements/Qualifications

Evaluation process:

Candidates are asked to submit a technical and financial proposal as well as CV. The financial proposal should include all professional fees and travel expenses (airfare/ground transport, accommodation and meals or per diem) for missions. PORALG will provide logistics and funding for organizing the profiles review and validation meeting in Singida.

Candidates will be shortlisted and ranked based on an evaluation matrix that combines financial offer, technical skills, experience and professional background. The final candidate will be selected based on a desk review.
