About the Role:

The incumbent will serve as BRAC International’s chief representative in Tanzania. S/he will provide leadership to and manage all BI programmes and staff in Tanzania. This will include ownership of the country’s Annual Strategic Plan (ASP) development and implementation.

The Country Director will represent BRAC International in the country at different platforms and ensure its profile and reputation with stakeholders are strong and reflect organisational value, vision, and mission. S/he is expected to work closely with programme anchors and other unit heads in BRAC International based in the regional and head offices and affiliate offices in the UK, and USA, and fundraiser representatives in the Netherlands.

Key Responsibilities:

Leadership and Management of BRAC Tanzania:

• Provide strong and inclusive leadership across all functions of BRAC Tanzania.
• Ensure capable and qualified staff are in place to implement office strategy and operational plans.
• Lead the development and implementation of high-quality country strategic plans relevant to the local context and organisational priorities.
• Foster a high-performance culture, open trustworthy relationships, and integrity.
• Promote a culture of learning and development, employee engagement, and good stewardship of human capital.
• Serve as the Chairperson of the Country Management Team (CMT).
• Uphold, promote, follow, and apply the Core Values and Mission of BRAC in Tanzania.
• Oversee all Tanzania Country Operations.
• Ensure that local administrative, financial, HR, logistics, procurement, and IT areas function in line with global BI principles and relevant local laws.
• Ensure transparent and accurate financial management of the country office and monthly reporting and financial management of all funding.
• Ensure all programmes and operations adhere to Tanzanian laws and statutory requirements.
• Ensure staff and asset security by having Security Management Plans and SoPs in place.
• Work with the Head of Finance in annual statutory audits and other donor compliance project audits.
• Ensure periodic verification of inventory and management of assets.

Programme Development and Management:

• Ensure that BRAC Tanzania has the right resources, tools, and support to deliver high-standard projects and programmes.
• Oversee the programme portfolio and ensure new programmes meet contractual obligations.
• Guide and supervise programme managers on planning, implementation, monitoring, and evaluation of projects.
• Ensure systems are in place for programme procurements, management, and maintenance of project assets.
• Embed health and safety in all projects and ensure risk management strategies are in place.
• Provide guidance and support to the team for implementing project activities.
• Ensure compliance and quality in all projects, delivering on target, on time, and on budget.
• Visit projects to encourage, advise, build relationships, evaluate, and inspect funded projects.
• Drive and ensure the adaptation, integration, and learning around key areas including safeguarding, gender equity and diversity, monitoring and evaluation frameworks, and risk management registers.

Financial Management, Budgeting, and Operational Compliance:

• Strengthen financial sustainability through effective resource development efforts and efficient budget administration.
• Ensure strong financial compliance through timely and complete financial reporting.
• Ensure strong operational compliance through timely and complete programme reports.
• Oversee all BRAC Tanzania projects’ income and finances and deliver transparent and accurate reports.
• Lead and oversee grants acquisition and management, ensuring long-term health of the portfolio and achievement of annual targets.

Resource Development and Management:

• Develop, implement, and monitor a country-specific resource mobilisation and fundraising strategy.
• Lead fundraising efforts and ensure targeted fundraising from institutional, private, and corporate donors.
• Identify fundraising opportunities and guide in developing quality proposals.
• Ensure strong external engagement and visibility of BI to promote its work and acquire greater levels of resources.

Safeguarding Responsibilities:

• Establish a safeguarding culture across all levels of the programme by implementing the safeguarding policy.
• Ensure team members are trained, supported, and have resources regarding safeguarding issues.
• Follow the safeguarding reporting procedure in case any reportable incident occurs and encourage others to do so.

Educational Requirements:

• Master’s degree in social sciences, Development Management, Economics, Public Policy, or other social science fields.

Required Knowledge, Skills & Competencies:

• Knowledge and engagement in social protection programming and policy advocacy.
• Experience in strategic planning, programme development, and managing complex, multi-stakeholder interventions.
• Experience in project appraisal, assessment, monitoring, and evaluation methodologies.
• Establishing networks with governments, private and public sector entities, and development agencies.
• Preparing funding proposals for various donors.
• Professional knowledge in diverse development approaches, leadership, organisational, managerial, and communication skills.
• Ability to think strategically, analyse complex information, and present coherent plans.
• Cultural sensitivity and ability to work in a diverse environment.
• High ethical and moral standards.
• Ability to prioritise tasks and manage time efficiently.
• Excellent writing and facilitation skills.
• Strong interpersonal communication and representational skills.
• Willingness to travel to project sites as required.

Experience Requirements:

• 15+ years of proven strategic programme management and development experience in a developing country setting, preferably in Tanzania or West Africa.
• At least 7-10 years of experience in managing a country office in a national or international INGO in diverse cultural and socio-economic contexts.
• Experience as Country Director or equivalent role in INGOs is preferred.
