Oxfam in Tanzania’s country strategy 2015-19 envisions empowered citizens with reduced poverty, reduced inequality and injustice with especially women and young people having access to resources and a good quality of life. We want to see evidence of citizens being more aware of and demanding their rights to resources and essential services. We also want to see less policy incoherence and positive changes at national level (policy) and community level (practices, perceptions, ideas and beliefs).

Goal 4: Focuses on Oxfam’s capacity and partners to manage humanitarian response and preparedness. Building resilience to climate change and adaptation. The approach to implementation will be primarily working with partners and allies. Oxfam in Tanzania operates out of three office base(s) (Mwanza; Arusha and Dar es Salaam). The Burundian Refugee response also necessitated field offices in Kibondo and Kasulu.
To achieve this, OXFAM in Tanzania seeks to recruit suitable qualified Candidate to fill in the following position; EFSVL Technical Team Leader.

 
Job Purpose
To provide technical leadership and management of the team implementing Food Security and Livelihoods interventions for vulnerable refugees and host communities in Kasulu and Kibondo Districts of Tanzania and support sector coordination needs. 

 
Key Responsibilities
Programme Strategy & Fundraising

• In coordination with the EFSVL Technical and Partnership Advisor Manager, ensure that program development and delivery is aligned with EFSVL strategy, meets people’s needs and evolves in operating context;
• Support  the EFSVL Technical & partnership Advisor on proposal development, budget monitoring, and gap analysis
• In consultation with the EFSVL Technical and  Partnership Advisor and in collaboration with the MEAL team, produce/update baseline analysis of key food security issues with key recommendations to address problems identified, including further interventions according to the humanitarian context and gaps in assistance.
• Work closely with the Communications and Advocacy Coordinator to document and share interest stories as well as contribute to policy influence.

Programme leadership/management

• Provide leadership and support to the programme team under your management, (EFSVL  Partnership Coordinator and   EFSVL  Officers), ensuring  integration with WASH team in work planning (where applicable)
• As part of an integrated team participate in programme and sector planning meetings engaging in refining BRR programme objectives and the establishment of indicators for monitoring and evaluating the programme.
• Contribute to periodic reviews of the Country Humanitarian Strategy reviews including providing inputs into countrywide preparedness and response planning
• Support procurement and logistics supply  planning in alignment with the budget provisions and the requirements of the donor
• Ensure that programme planning is accomplished in coordination with all support services including logistics, finance, admin, HR partners and external agencies, including GoTZ as required
• Ensure that design and implementation approaches take into consideration minimum gender, protection and beneficiary participation requirements.
• As delegated by the EFSVL Technical and Partnership Advisor, support  camp level coordination with other stakeholders within the sector and  support to develop the standards for Food security and livelihoods   activities within the working areas
• Ensure that market information is incorporated in project design and implementation: assess markets in key operational areas, map trade flows, monitor market  evolution and recovery, pricing monitoring  and use the results to inform the design of market-based programming & strategy
• Lead on outsourcing implementation capacity (e.g Consultancies), where a need arises, including developing TORs, processing contract, and payment documentation as well as supervision of task delivery. 

MEAL & Reporting

• To devise and implement market assessment, formulation of baseline and monitoring tools and lead in studies on socio-economic impact for the project as well as capacity building of associations and communities
• Work closely with the MEAL team on the analysis of information to ensure the impact of EFSVL intervention on the beneficiaries and that implementation is responsive to the food security and livelihoods needs in the targeted camps  and host communities
• To prepare monthly situation reports, donor report  and other project progress reports as required and ensure timely submission
• Together with the MEAL team manage program information effectively, ensuring accurate, easily accessible records maintenance and filing by programme team members.
• Ensure that programme output indicators and lessons learned are monitored and reported regularly to inform project design, programming, and advocacy.
• Monitor budget/expenditure and report variances to the EFSVL Advisor in a timely manner for proper planning and adjustment

People/staff management & capacity building

• As required, give support to recruitment and training PHE staff.
• Supervise direct   reporting staff and ensure that they are aware of Oxfam’s performance management systems, that objectives are set and monitored and opportunities for staff development are ensured
• Support in the role out of capacity building initiatives for Oxfam and partners staff, increase understanding of livelihoods and food security issues within the team and with partners.
• Support recruitment of sector staff where need arises.

Representation/ Coordination and networking

• Attending coordination meetings within the sector working group, Oxfam local partners, and other agencies, advising and making the necessary recommendations to the EFSVL Adviser and the EFSVL programme team.
• As and when delegated,  represent Oxfam in meetings with government, donors or other NGOs

Skills & Competencies

• A Qualified and well experience Tanzanian with a University degree preferably in Agriculture, Economics, Community Development or Social Science. Relevant Post graduate studies in project planning and management, public administration, gender studies, Food security and Livelihood programming, proposal writing are added advantage.
• Minimum of three (3) years in Humanitarian work, relief and /or development work with INGO / NGO/ or Government. 
  Practical experience of technical project implementation and ability to work within deadlines and independently in difficult environment.
• Demonstrated experience and skills in Cash transfer programming.
• Demonstrated experience and skills in agriculture intervention include value chain
• Demonstrated leadership and management skills and ability to work and build a good team.
• Strong analytical and conceptual skills.
• Strong commitment to social justice, promoting gender awareness and equality.
• Good communicator in English & Swahili, both written and oral
• Good community participation skills - PRA and other methodologies.
• Strong project cycle skills: assessments, design, implementation, monitoring, evaluation, and strategic planning skills.
• Financial and numerical skills.
• Proven computer competence.
• Ability to work effectively in a culturally diverged organization.
• Ability and willingness to travel away from home and stay in the field.
