We address a range of public health problems to reduce disparities, lower disease burdens, and build locally owned sustainable health programs. 


Project Description: 

RTI International’s Global Health Division is currently accepting applications for a Finance and Administration Director for the USAID-funded Tanzania Malaria Vector Control Activity (MVCA). Under this Activity, USAID | Tanzania will support the Government of Tanzania in its vector control programming, specifically the distribution of long-lasting insecticidal nets, social behavior change communication, entomological surveillance and operational research. The Activity will also seek to improve private sector engagement and strengthening the existing linkages between district and community platforms to ensure the population at risk of malaria is protected against malaria by effective vector control interventions. 


Position Description: 

The Finance and Administration Director will be responsible for overseeing MVCA financial and administrative aspects while ensuring compliance with and adherence to contractual terms, as well as USAID and RTI rules and regulations. The position will be based with RTI in Dar es Salaam, Tanzania.   

 

Position is contingent upon award and funding. 

Responsibilities

Your primary responsibilities will include but not be limited to:    

  • Manage all MVCA financial and administrative aspects and ensure compliance with USG and RTI financial and accounting policies and procedures. 
  • Oversees preparation and submission of monthly financial statements, including expenses, receivable and payables.
  • Ensures timely submission of expense reports, bank reconciliations and wire transfer requests to corporate headquarters in the U.S. 
  • Prepares monthly, quarterly, and annual expenditures and prepare pipeline estimates that provide an overview of financial status of the Activity.
  • Prepares biweekly cash requirements; monitors cash flow and reconcile cash accounts to maintain appropriate cash balances.  
  • Oversees MVCA human resource management, procurement, and payroll administration.
  • Ensures appropriate financial management systems and record-keeping strategies are in place to properly disburse, account, budget and report funds and have proper internal controls.  
  • Provides technical assistance as required to build financial management capacity of local subcontractors and other grantees.  
  • Reviews technical and financial proposals from local partners, including negotiating annual budgets and review financial expenditure reports for accuracy and adherence to the budget.  
  • Implements and monitors cost effective and efficient systems and procedures/  
  • Work closely with MVCA Chief of Party and team members to ensure effective use of resources.  
  • Directly supervises MVCA administrative and financial support team members.   

Qualifications

  • Advanced degree in business administration, economics, or finance  
  • Certified Public Accountant  
  • At least 10 years’ experience in USAID-funded project and grants management, with minimum of 7 years of senior-level responsibility for finance and administration, managing programs of similar size, complexity and setting; experience in Tanzania preferred.  
  • Proven expertise in finance, accounting and auditing, monitoring of grant compliance and program decision-making of cost principles, rules and regulations.  
  • Excellent track record of leadership, management, and supervision skills.  
  • Demonstrated experience working with technical staff to ensure effective and accurate resource allocation.  
  • Excellent track record of accurate and timely reporting to donor agencies, partners, and other stakeholders  
  • Proficiency in Microsoft Office Suite and working knowledge of accounting and procurement software; QuickBooks proficiency preferred.  
  • Strong interpersonal, written, and oral presentation communication skills.  
  • Fluency in Swahili; English written and oral communication skills. 
  • Willingness and ability to travel within Tanzania.
