Background
The Government of Tanzania has received funds from the World Bank for implementation of Tanzania Rural Electrification Expansion Program (TREEP) – PforR to be implemented by the Rural Energy Agency. As part of the Financing Agreement; Environmental, Social and Gender Mainstreaming issues must be addressed during implementation of the program. In order to strengthen the capacity of the Agency in dealing with these cross-cutting issues, REA now invites individuals to apply for the following posts with an objective of providing expertise and technical support on meeting the environmental, social and gender commitments outlined under the TREEP – PforR from a base within REA. The Experts will be expected to work from an office within REA and to function as a part of the REA team.
Position: Gender and Energy Specialist/Expert
Department: Market Development and Technologies
Reports to: Training & Capacity Building Manager
Basic Function:
- Provide expertise and technical support in meeting the gender commitments outlined underTREEP- perform a base within REA. The Expert will be expected to work from an office within REA and to function as a part of the REA team.
Major Activities of the Position:
- Assist to analyze on the final profile of the connections made under REA 2 and how it reflects the gender of the household head/business head prevalent in the community as recorded in completed feasibility studies;
- Assist to analyze on how Information Is gathered and presented during feasibility studies for electrification conducted by contractors regarding the target population by the gender of the head of household and business;
- Review Trust Agent annual reports sex-disaggregated data regarding beneficiaries for the program Indicators;
- Review REA% Project Operation Manual;
- Assist in the development of gender-specific outreach material for the training program for the change agents in collaboration with the Community-Based Energy Education and Outreach Consultant.
- Review the current application of “GUIDELINES AND CHECKLISTS FOR ENSURING GENDER MAINSTREAMING IN RURAL ENERGY AGENCY (REA) PROJECTS AND PROGRAMS’previously developed for REA;
- Provide recommendation on identified gaps.
- Identify with REA areas into which they would further mainstream gender and support the development of an action plan.
- Identify with REA (2) key documents related to the NREP and support the creation of action plan on how to integrate gender relevant needs using aforementioned guidelines checklist (potentially assist REA in integrating gender relevant needs in aforementioned documents).
Duration of the Assignment
The duration of the contract will be one (1) year, with possible extension upon satisfactory performance.
Minimum Qualification Requirements
- Advanced degree in gender and a minimum of 5 years of directly relevant Bank and/or external experience. Specific skill set in project management and reporting or related fields;
- Demonstrated ability to oversee project tasks, report on findings and provide feedback on project activities with a variety of stakeholders including e.g. REA, TANESCO, contractors, community members and WB staff;
- Strong experience in monitoring and evaluation of household and community level data. Ability to capture data periodically for tracking and reporting;
- Familiarity with key best-practice and the local norms with regards to community engagement and communication. Proven ability to develop communication content and oversee outreach and communication strategies in rural communities;
- Willingness to respond quickly and accurately to questions about gender issues related to rural electrification in Tanzania;
- Ability to work in rural communities across Tanzania. May be required to attend virtual (Video and audio conferences) and in-person meetings;
- Knowledge in renewable energy and rural energy projects will be an added advantage; and
- Demonstrate skills in computer application and use of software programs for gender disaggregated databases.

Salary and other fringe benefits to be agreed upon will be paid by the program.
