In 2019, USAID/Tanzania conducted a country-level gender analysis to inform the 2020-2025 Country Development and Cooperation Strategy (CDCS) and its programming. This met USAID's gender requirements and complies with ADS 201.3.2.9 and ADS 205.3.3 which require that Strategic Plans reflect attention to gender concerns. The 2023 Gender Equality and Women's Empowerment Policy (Gender Policy) requires conducting a context-specific gender analysis and incorporating findings into the design and implementation of all strategies, projects, and activities, as well as attributing funding in each fiscal year to all applicable Gender Key Issues and collecting sex-disaggregated data and report on all applicable gender-related standard indicators.

To inform a new Country Development and Cooperation Strategy (CDCS) as well as the ADS 201 requirement and future programming, USAID/Tanzania Mission is commissioning USAID's Gender Equality and Women's Empowerment (GevDev) Hub's Institutional Support Contract (ISC) Mechanism to hire expert consultants to conduct intersectional gender analyses. USAID/Tanzania plans to develop gender analyses for the following sectors: (1) Health (HIV/AIDS, MCH, FP, global health security, malaria, TB) (2) Education, (3) Economic Growth covering Resilience Food Security Natural Resource Management (NRM) and WASH (4) Democracy Rights and Governance (DRG). All of these sectors include several implementing mechanisms, a minority of which are already in place and have an activity-level gender analysis. These sectoral-level gender analyses will serve as a data source for mandatory gender analyses at the activity-level and will provide essential information for the development of USAID/Tanzania's CDCS.

Each sector-level gender analysis should answer the following three lines of inquiry:

USAID's six domains of analysis provide a frame to address these questions. The primary function of the domains of gender analysis is to frame the questions that will be most relevant for revealing key gender issues, gender gaps, risks, and opportunities. The analysis will gather data to examine the three questions above by leveraging USAID's gender analysis domains recommended in ADS 205 (205.3.2) and a sixth domain recommended for inclusive development analyses.

Position Description

The Gender Technical Advisor will lead the regional gender analysis process in close coordination with the Local Gender Subject Matter Expert consultant, USAID stakeholders and the Tanzania Gender Advisor. The team lead will be responsible for the overall design/methodology, oversight of data collection (primary and secondary), data analysis, validation, and report writing.

The estimated level of effort for this position is 40 days. The period of performance is February 2025 through May 2025. Anticipated travel includes one two-week trip to Dar Es Salaam.
