Health Policy Plus Tanzania
Monitoring and Evaluation Officer, Family Planning
 
Palladium develops and delivers solutions that create positive impact for communities, businesses, societies and economies. Health Policy Plus (HP+) is a USAID-funded five-year $185 million project awarded to Palladium (formerly Futures Group) on August 28, 2015. HP+ works with key stakeholders to advance health policy and financing for family planning and reproductive health (FP/RH), HIV, and maternal and newborn health at national and subnational levels. HP+ aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation, with an emphasis on voluntary, rights-based health programs, and by strengthening in-country partners' capacity to navigate complex environments for effective policy design, implementation, and financing aligned to the existing priorities. 
 
HP+ Tanzania works in family planning and HIV/AIDS health areas to: support execution of policies and strategic plans through the lens of performance monitoring and resource mobilization; generate high-quality evidence to support the planning and development of sustainable health financing policies and systems; and develop capacity of local civil society organizations to effectively conduct evidence-based advocacy.  


The HP+ project is currently seeking an experienced professional to fill the position of Monitoring and Evaluation Officer, Family Planning. 
 

Position Summary

The Monitoring and Evaluation Officer, Family Planning will be a seconded position to the Family Planning unit of the Reproductive and Child Health Section (RCHS) of the Ministry of Health, Community Development, Gender, Elderly and Children (MoHCDEC), Tanzania. The M&E Officer will be the primary in-country focal point of efforts to improve the collection, reporting, and use of data for monitoring progress toward the achievement of the national family planning program, National Family Planning Costed Implementation Plan 2019-2023 (NFPCIP 2019-2023) and FP2020 goals. 
This position is full time and based in Dodoma, with frequent travel to Dar es Salaam, Tanzania. Only persons legally eligible to work in Tanzania will be considered and no expatriate benefits are associated with this position.   
 

Responsibilities

Key Responsibilities

• Serve as the focal point for the FP unit to improve accessibility, availability, visibility and use of FP data from routine and periodic sources, in the public and private sector, to inform decision-making. The candidate will be responsible to continuously identify areas of improvement for the FP monitoring system and support efforts to strengthen the system through efforts such as improving data quality, and data demand and use.   The candidate will be responsible to handle data management and use, including extracting FP data from routine monitoring systems such as the DHIS-2, iHRIS/TrainTracker, and e-LMIS and perform analysis for quarterly review by the FP unit and stakeholders in the technical working group.
   
• Responsible to manage the performance monitoring process for the NFPCIP 2019-2023, including on a quarterly basis, inputing FP data from routine health management information systems into NFPCIP performance monitoring database, and managing stakeholder data reporting on NFPCIP key performance indicators to the NFPCIP performance monitoring database. The candidate will provide at least quarterly updates on CIP key performance indicators at national FP technical working group meetings, and semi-annually in FP implementers meetings Organize, plan, and help facilitate annual consensus building workshops with government and partners that result in the issuance of annual family planning estimates for key indicators. The individual will also facilitate the introduction and use of innovative tools and approaches for data collection, analysis and data dissemination in the country context, including efforts to integrate multiple sources of FP data
   
• Support reporting on FP2020 Core and CIP Key Performance Indicators, including to perform data analysis and prepare materials incorporating all available FP data into concise databases, spreadsheets, and documents; and to document recommendations/decisions as a result of data use and lessons learned, and distribute topically relevant documents to stakeholders in semi-annual FP implementers meetings. The candidate will also participate in regional trainings for Track20 supported M&E Officers. The candidate will serve as the country liaison with Track20 global staff and the FP2020 global PM&A Working Group, and participate in FP2020 Country Working Group meetings, if they exist, or other relevant existing Working Groups.

Qualifications

• Master’s Degree or higher in public health, health informatics or a related technical degree
• A minimum of 7 years of work experience in monitoring and evaluation is required, preferably 3 years in family planning.
• Extensive knowledge of health issues in Tanzania is required, preferably in family planning. 
• Experience and knowledge of using DHIS-2 is required.
• Strong analytical and computer skills (Word, Excel, PowerPoint, web-based research, SPSS and/or Stata).
• Experience working with the MoHCDEC is preferred.
• Strong team player, who can work with multiple tasks with different stakeholders
• Demonstrated ability to analyze data and make presentations to an audience, either written or oral, in a clear and concise manner
• Strong written and oral communication skills.
• Fluency in English and Kiswahili required.
• Ability and willingness to travel within Tanzania
