MS Training Centre for Development Cooperation (MS TCDC) is seeking a highly motivated and results-driven Monitoring, Evaluation & Learning (MEL) Specialist to enhance the effectiveness, quality, and impact of its training and capacity development programs. Based in Arusha, Tanzania, the MEL Specialist will play a critical role in ensuring that learning initiatives are strategically aligned, evidence-based, and innovative. The role focuses on strengthening training methodologies, implementing robust monitoring and evaluation frameworks, and supporting digital learning transformation through platforms like Moodle. Working closely with trainers, facilitators, and program teams, the MEL Specialist will contribute to curriculum development, capacity strengthening, and proposal writing. The ideal candidate brings strong analytical skills, a solid background in participatory learning approaches, and a passion for driving social transformation through high-quality education and training.
A Bachelor’s degree in Monitoring and Evaluation, Development Studies, Social Sciences (e.g., Sociology, Political Science), Statistics, International Development, Project Management, Pedagogy, or other related fields. A Master’s degree is an added advantage. A minimum of 3 years of relevant experience is required. If holding a Bachelor’s degree in a different field, a minimum of 5 years of relevant experience is required. Proven experience in participatory adult learning, online training facilitation, and curriculum design. Prior experience in a training institution or development organization is a strong asset.
Strong background in M&E, learning design, and training evaluation. Knowledge of Learning Management Systems (e.g., Moodle) is desirable. Proficient in Microsoft Office Suite; CRM knowledge is a plus. Excellent English communication skills, both written and spoken. Strong interpersonal, presentation, and critical thinking skills. Collaborative, flexible, and professional mindset. High integrity and strong organizational skills.
