Job description

The Robert Gallo Maternity Aids Healthcare Initiatives  is currently seeking a Monitoring, Evaluation & Learning Officers (MEAL) on a fixed-term basis.

 

The position will be located in Tanzania. This role presents an exciting opportunity to lead MEL efforts in our project - Boresha Afya Project in Manyara, Dodoma, Morogoro, Arusha and Mwanza.

 

The position of Monitoring, Evaluation & Learning Manager (MEL) is responsible for developing and implementing a comprehensive and coherent monitoring framework that captures programme results in a way that reflects its adaptive nature.

 

Key responsibilities

Programme Theory of Change & Results Framework
      • Facilitate a process for refining the programme Theory of Change and embed it as a key reference for tracking and evidence generation.
      • Lead the development of a Results Framework that balances flexibility with meaningful result capture.
      • Ensure gender equity and inclusion are fully integrated into the framework.

 

Monitoring, Evaluation, Accountability and Learning Processes

      • Establish M&E systems at issue/partner level and for the overall programme.
      • Develop MEL tools and processes tailored to the interventions across the programme’s three components.
      • Embed M&E activities into programme implementation to ensure real-time data collection.
      • Lead learning cycles at both partner and programmatic levels to distil evidence and insights.
      • Establish clear and credible mechanisms for validating and verifying results, including quantification and monetization where feasible.
      • Develop and deliver learning and reflection processes to support programmatic adaptation based on MEL insights.
      • Advise the Programme Director on effective engagement with the Independent Evaluation process.

 

Informing and Tracking Programme Adaptation

      • Provide analysis of emerging evidence, trends, and learning to inform programme adaptations.
      • Maintain a tracking system for programme adaptations, linking changes to underlying evidence and learning.

 

Results Reporting & Strategic Communications

      • Lead quarterly progress reviews against the results framework and contribute to programme reporting.
      • Work with the Programme Director and Deputy Programme Director to develop a Communications Strategy and strategic products that effectively communicate programme progress and impact.

 

Demonstrate OPM’s values and passion for social impact

    • Engage constructively with partners and stakeholders to foster programmatic buy-in.
 

Education, Skill & Experience

  • Professional qualifications or equivalent experience in Monitoring, Evaluation, and Learning (MEL) within development context.
  • Bachelor Degree in relevant field, education, planning, sociology etc
  • Expertise in developing and implementing MEL frameworks for adaptive management programmes.
  • Strong analytical skills with experience in data validation, verification, and impact assessment.
  • Demonstrated ability to facilitate learning cycles and translate evidence into strategic decision-making.
  • Excellent communication skills, with experience in strategic communications and reporting to funders.
