UNICEF endeavours to collaborate with the MOH to strengthen the digital system ecosystem with a view to foster efficiency, accessibility, data driven decision making and to create a digital health ecosystem adaptable and responsive to the evolving needs of the population. Key focus areas include enhancing the functionality of the electronic Medical Record (eMR), integrating existing information management systems, introducing health workforce collaborative platforms, implementing a supportive supervision digital tool, and scaling up digital client feedback mechanisms. UNICEF's approach is geared towards building a foundation for lasting improvements in healthcare delivery through digital means.

Against this backdrop, UNICEF seeks three Consultants to propel Zanzibar towards a future where technology serves as an integral catalyst for advancing health outcomes across the archipelago. The focus extends beyond immediate challenges, aiming for sustained and evolving digital health solutions.

The purpose of this consultancy is to provide technical assistance to the MoH in operationalizing its Digital Health Strategy. Through this consultancy, UNICEF will strengthen the digital health ecosystem in Zanzibar by building the capacity of the staff in the Information, Communication, and Technology (ICT) Department of the MOH and optimizing the functionality and use of digital health information.

The implementation of these activities is critical to finalize the operationalization of Digital Health Strategy (2020-2025).

The deliverables generated through this consultancy will be primarily used by the Information, Communication and Technology (ICT) Unit of the MOH to steer the direction of the health system digitalization process. Health managers will use the information generated to improve health outcomes, drive health inputs for greater efficiency, and improve the management of the health workforce. Secondary users will include health workers, community health workers and patients as part of the efforts to promote the delivery of quality PHC services.

The Already Existing Government Digital Health Systems Are Jamii Ni Afya, Which Collects Patient-level Data From The Community, Zan EMR, Which Gathers Patient-level Case-based Health Information, And DHIS-2, a Tool For Collecting, Analysing, And Presenting Facility-level Health Data. Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible for ensuring that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
