Procurement Officer (1 Position)
Expected Duty Stations: Dar es Salaam
Job Summary:
The Procurement Officer is responsible for the systematic execution of all procurement procedures, ensuring the timely and cost-effective purchasing of all equipment, supplies, and services required by MSI Tanzania. The role ensures all purchases adhere to MSI Partnership best practices, MSI Tanzania Procurement Guidelines, donor-compliance guidelines, and provide the best value for money.
The Procurement Officer must demonstrate a high level of personal integrity and a commitment to serving the organization's needs, with the ability to work under minimum supervision.
Key Responsibilities:
Key Responsibility 1: Procurement Planning
- Coordinate with internal departments to develop and maintain an Annual Procurement Plan aligned with departmental budgets and organizational priorities.
- Ensure that all goods and services are of acceptable quality and are purchased and delivered on time.
- Actively coordinate with all departments and centres to ensure timely procurement of equipment and services that are fit for purpose and offer the best value for money.
- Coordinate Procurement committee meetings, including preparation of agenda, documentation, and taking minutes.
Key Responsibility 2: Purchasing Function
- Ensure all procurement activities, including supplier vetting, preparation and evaluation of quotations and tenders, are conducted in full compliance with MSI Tanzania policies and donor procurement regulations, maintaining proper due diligence and documentation for transparency and to prevent audit non-compliance.
- Maintain good relationships with suppliers and develop new supplier links.
- Continuously negotiate contracts with suppliers to develop mutually beneficial long-term partnerships and secure the best possible service and price for MSI Tanzania.
- Review and process Purchase Requests, Requests for Quotation, Summary Bid Analyses, and Purchase Orders using the TRADOGRAM Procurement system.
- Prepare and administer purchasing contracts on behalf of management under the guidance of the Procurement Manager, ensuring contract registers are maintained and timely updated.
- Manage the shipping and clearing of goods into Tanzania, including liaising with customs agencies, Ministry of Health (TMDA) for import permits, clearing agents, and donors; facilitate the shipment of goods by liaising with sender offices.
- Ensure the TRADOGRAM procurement system is used to implement procurement business processes, including the creation, processing, and approval of purchase orders, creation of master data for products and suppliers, exporting purchase orders, and generating procurement-related reports.
- Work closely with the logistics team to ensure timely receipt and delivery of all procured goods to intended users. Ensure all MSI Tanzania procured assets are properly received.
- Utilize the TRADOGRAM procurement system to generate procurement analytics and reports to support decision-making.
- Process vendor payments in a timely manner.
- Follow up on all deliverables that have not yet been invoiced.
Key Responsibility 3: Record Keeping and Documentation
- Maintain accurate and complete procurement records, including tenders, supplier contracts, purchase documentation, and procurement files in line with organizational and audit requirements.
- Ensure complete records are kept for all procurement and that purchased goods are delivered to the appropriate location/person.
- Develop, maintain, and update a database of prequalified and preferred suppliers, ensuring all suppliers are appropriately accredited.
Minimum Requirements:
Qualifications:
- A minimum Bachelor’s Degree in Procurement / Supply Chain Management or any other related fields.
- Fluent in English, both oral and written.
- Registered by a recognized Procurement and Supplies Professional Board.
- A Certified Procurement and Suppliers Professional.
Desired:
- Registered by the PSPTB (Procurement and Supplies Professional and Technician Board), certified with CPSP (Certified Procurement and Suppliers Professional).
- Knowledge of pharmaceutical procurement.
- Knowledge of customs clearance and importation procedures.
Experience:
- At least 3 years of handling all aspects of the procurement process for supplies, equipment, and services within a large organization.
- Demonstrated experience of strong negotiating skills and actively managing relations with suppliers.
- Knowledge of different Donors' policies, compliances, and regulations.
Skills:
- IT literate.
- Working knowledge of Procurement ERP systems.
- Good English reading, writing, and speaking skills.
- Highly numerate with experience of using this skill to achieve best value for money and cost control.
- Proven ability to interpret verbal, written, and numerical data; must be able to handle a large amount of complex data with competing deadlines.
