SCOPE OF THE PROJECT

The WWF TCO Blue Action Fund (BAF) project aims to improve the management effectiveness of Mafia Island Marine Park (MIMP) and associated buffer zones within the ‘Rufiji-Mafia-Kilwa seascape’ to maintain and improve its ecological value and livelihoods. The project will focus on increasing the resilience of the coastal ecosystems and the communities, depending on their natural resources and ecosystem services, by reducing overexploitation in the seascape. This will be done by (i) improving the management of the protected areas by introducing effective co-management including surveillance and enforcement, raising awareness and increasing compliance to management, (ii) facilitating the next level of small scale fisheries management through introducing catch data monitoring and catch management measures, (iii) providing enhanced enterprise skills and alternative food and livelihood pathways to lessen the dependence of coastal communities on natural resources and iv developing an overall framework for integrated sustainable development planning through the designation of the Rufiji-Mafia-Kilwas Seascape as Man and Biosphere Reserve. Together these measures will significantly strengthen the resilience of the outstanding nature and secure the future of coastal communities depending on marine natural resources.

YOUR POSITION WITH WWF TCO

The BAF Project Executant for Kilwa District will work to support, develop, coordinate and implement BAF related activities in Kibiti, Mafia and Kilwa Districts, reporting to the Marine Programme Coordinator. The position is based in WWF Kilwa office working closely and in collaboration with Fisheries Division, Marine Park and Reserve Unit (MPRU), Mafia Island Marine Park (MIMP), National Environmental Management Council (NEMC) and the District Authorities of Kibiti, Mafia and Kilwa. S/He will also work in partnership with fishers, local community, fishing industry, and other government and non-government organizations.

MAIN FUNCTION

The Project Executant supports, develops and coordinates the implementation of Blue Action Fund (BAF) project activities aimed to improve the management effectiveness of Mafia Island Marine Park (MIMP) and associated buffer zones within the ‘Rufiji-Mafia-Kilwa seascape’ to maintain and improve its ecological value and livelihoods of the people and nature. S/He contributes to designing and implementing science-based management and ensures the monitoring plans and tools are having the desired results to support conservation and sustainable resource use. Additionally, S/He supports the establishment of Man and Biosphere Reserve in order to foster economic and human development which is socio-culturally and ecologically sustainable.

SPECIFIC DUTIES AND RESPONSIBILITIES

Provides technical input on the planning, design and implementation of BAF project to improve the sustainability of marine critical habitats and species under threat
Develops Terms of Reference (ToRs) and grant agreements on ecological and non-ecological monitoring of essential habitats for Man and Biosphere studies including fisheries, mangrove, climate and coral reefs in MIMP and Rufiji-Mafia-Kilwa Seascape;
Supports implementation of the marine programme and WWF TCO Conservation Strategic Plan (CSP);
Supports implementation of Collaborative Fisheries Management (CFM) Approaches and Livelihood enterprises in MIMP and Rufiji-Mafia-Kilwa Seascape;
Develops and implements integrated conservation planning approaches and provide technical guidance on ecological and livelihood values in Rufiji-Mafia-Kilwa Seascape;
Prepares and monitor implementation of contracts with third parties and partner institutions in consultation with the Programme Coordinator;
Interacts with Government officials especially the Fisheries Division, District Authorities, NEMC, Tanzania Forest Reserve (TFS), project partner NGOs and communities;
Contributes to project management, reporting, monitoring, and evaluation as needed;
Builds capacity and demonstrates sustainable community-based management practices through existing community-led initiative frameworks such as Beach Management Units, Village Forest Committees, and MIMP Village Liaison Committees;
Supports community-led institutions and build capacity on surveillance, monitoring, and enforcement against illegal fishing and mangrove deforestation;
Contributes to long term data collection for effective MIMP/MPA and fisheries and mangrove management in Rufiji-Mafia-Kilwa Seascape area;
Supports community-based enterprises development (incl. VICOBA) that incentivizes sustainable fishing practices and work with partners to engage upfront fishing industry players and eco-label organizations on supply chain practices;
Supports review, development, and implementation of applicable legislative and regulatory frameworks relevant to Man and Biosphere Reserve, MPA/MIMP, CFMAS, small-scale fisheries and optimization of conservation opportunities presented within these legal tools;
Produces semi-annual and annual technical progress reports and any other reports as may be required for the management and maintenance of a savings and loans database;
Co-ordinates relevant training and capacity-building related to marine resource management for communities, District staff and partner organizations such as fisheries surveillance and enforcement;
Liaises regularly with relevant partners and gains cooperation to accomplish project goals;
May involve working in variable weather conditions, at remote locations, on difficult and hazardous terrain, and under physically demanding circumstances;
Participates and provide technical input in the preparation of annual work plans and budgets for BAF project;
May involve frequent travel domestically and/or internationally, evening and weekends;
Carry other duties as may be required by Marine Programme Coordinator and/or the WWF TCO Conservation Manager.

QUALIFICATIONS AND EXPERIENCE REQUIRED

Minimum MSC or equivalent in fisheries/marine ecology or natural resources management. Ph.D. is an added value.
At least five years of relevant professional experience in fisheries and marine ecology
Understanding of, and sensitivity towards, the culture and livelihoods context of rural coastal communities in Tanzania
A proven ability to work effectively without direct supervision, working in a team and willing to travel regularly and to stay for periods in remote coastal areas and to travel at short notice
Very strong knowledge of research skills, analytical and communication skills are necessary
Very good oral and verbal communication skills in both Kiswahili and English
High level of computer literacy (especially MS Word and Excel) and technical report writing in English
