Job Description
The Senior Policy and Advocacy Officer will support CAMFED in strengthening effective relationships with government stakeholders at local, regional, and national levels to further program and policy change goals. The role involves understanding government structures, policies, and processes in Tanzania, with a proven track record of successful advocacy efforts in the education sector and youth empowerment. Working cross-departmentally, the role requires close collaboration with the senior management team and the wider international CAMFED team, adhering strictly to CAMFED’s child protection guidelines.
Specific Accountabilities
Policy and Partnership Engagement:
- Track the progress of the implementation of the partnership and advocacy strategy.
- Monitor changes in the implementation process and document emerging lessons.
- Document quarterly updates for reporting.
- Implement the CAMFED Tanzania partnership and advocacy strategy.
- Maintain internal organizational documents and submit ongoing government reviews, including policies, acts, guidelines, and budgets to support system reforms.
- Support the delivery of the National Advisory Committee to co-design and implement programs for systems transformation.
- Work with technical working groups, and coalitions from relevant ministries, stakeholders, and development partners.
- Organize government and stakeholder outreach, such as exchange visits within and outside the country, for learning purposes and sharing best practices.
- Represent CAMFED Tanzania in the Tanzania Education Network (TENMET) to champion the girl education agenda, as assigned by the Program Manager.
- Understand relevant local and international policies, guidelines, and acts pertinent to CAMFED’s work.
- Conduct partnership due diligence.
- Disseminate policy and research briefs for evidence-based support of systems transformation.
- Develop digital content to support CAMFED's advocacy, policy, partnership, and program initiatives.
- Track MoUs for new sign-ups and renewals.
Advocacy and Communication:
- Implement communication strategies that align with CAMFED’s investment plan and integrate country priorities.
- Write organizational reports (annual reports, quarterly highlights, best practices, case studies) for wide sharing to inform systems transformation.
- Support the production of documentaries to showcase CAMFED’s work.
- Prepare communications and advocacy materials, such as press releases, advocacy briefs, speeches, and talking points for different events.
- Work with media houses to profile the organization’s work and increase visibility.
- Ensure adherence to CAMFED, CAMA, and donors’ branding guidelines.
- Ensure child protection and safeguarding in all program implementations.
- Track potential risks associated with advocacy, policy, and partnership work.
Person Specification
- A degree in political science, social sciences, international relations, development studies, or project management.
- Experience in a relevant field such as social sciences, international relations, development studies, or project management.
- Strong networking experience and the ability to foster successful partnerships.
- Experience in policy work, including policy campaigns and policy research. Experience within the education sector is an advantage.
- Ability to work independently and as part of a team, with strong advocacy, communication, and project management skills, and attention to detail.
