Senior Technical Officer, Health Informatics

The Meeting Targets and Maintaining Epidemic Control (EpiC) is a S year global project funded by the US. President’s Emergency Plan for AIDS Relief (PEPFAR) and the US.Agency for International Development (USAID), dedicated to achieving and maintaining HIV epidemic control. The project provides strategic technical assistance and direct service delivery to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. In Tanzania, EpiC will be implementing an HIV service delivery project among key and priority populations, adolescent girls and young women; and orphans and vulnerable children which aims to reduce HIV infections in pursuit of reaching 95-95-95 goals. To achieve this goal, the program will support targeted prevention and case finding strategies at community level amongst the targeted populations.

Position: Senior Technical Officer, Health Informatics -Dar es Salaam (1 position)

Main Function:

Providing technical support to EpiC Tanzania staff and counterparts within civil society organizations (CSOs) and local government to improve strategic information (SI) systems, including database development and management, enhancing systems for data visualization, analysis and use. Supporting the EpiC Tanzania team in the developing and maintening of health information management systems (HMIS) such as DHIS2 and other tools and trackers to ensure that data is properiy maintained, analyzed and consistently made available for use

Specific Responsibilities:

• Managing systems which track data and produce analytics for EpiC’s PEPFAR and custom indicators and improving capacity of EpiC and CSO staff and service providers to use developed data systems to measure performance and identify gaps
• Coordinating and support use of m-health to facilitate real-time data availability for decision-makers
• Strengthening the use of project-based DHIS2 system and its intergration or mapping of data to other DHIS2 platforms such as the national DHIS2K
• Developing and maintain health electronic data standards such as unique client identifiers and SOPs for using UlCs, procedures that enhances data quality
• Designing and facilitate assessments of systems performance and oversee project data security.
• Conducting regular performance assessment and monitoring visits to supported community-based sites in the use of electronic data systems.
• Supporting security architecture and risk managements Developing and maintain health data standards (for example: monitoring and evaluation, unique patient identifiers, data standards like HL7, TransHis, Snow med, SDMX-HD or other)
• Coordinating with a team of technical experts to effectively and efficiently plan and implement project activities.
• Ensuring the quality and sustainability of intervention.
• Contributing to the development of accurate and timely project reports to USAID, in line with reporting requirements.

Position Requirements- Qualifications, Skills, and Experience:

• Master’s Degree in computer science, statistics, informatics or related field with 5 to 7 years of relevant experience HMIS and health informatics; or Bachelor’s Degree in statistics, computer science, informatics or related field with 7 to 9 years of relevant experience in HMIS and health informatics
• Minimum 3 years of experience in HMIS and demonstrated knowledge and skills In HMIS, including experience working with DHIS2.
• Strong skills in data visualization and the use of dashboards.
• Demonstrated ability to build the capacity of local Tanzanian organizations and sub-national government institutions.
• Expertise in translating evidence into practice—identifying best practices and adapting them to project realities.
• Knowledge of health and development programs in Tanzania including familiarity with the national data management guidelines, standards, and protocols.
• Familiarity with Tanzania public health sector at multiple levels; experience working with GoT stakeholders.
• Familiarity and experience with USAID/PEPFAR-funded programs and PEPFAR data management and reporting requirements.
• Experience in programs serving KVP and AGYW.
• Demonstrated cultural sensitivity and a sound understanding of the needs of KVPs.
• Ability to manage tight deadlines and deliver high volumes of work with minimal supervisions
• A high degree of proficiency in written and spoken English communication.
• Well-developed computer skills
