POSITION SUMMARY:

The incumbent will be responsible to provide technical assistance on Adolescent Girls and Young Women (AGYW) programs implemented under ICAP’s FIKIA project in all seven regions (Dar Es Salaam, Pwani, Mwanza, Mara, Kigoma, Geita and Kagera). The candidate will be responsible to oversee and provide overall guidance on youth interventions including Determined Resilient Empowered AIDS-free Mentored Safe (DREAMS) interventions in Mwanza and Kagera. S/he will also be responsible in providing continuous capacity building to field teams on AGYW activities implementation and sharing of best practices.  Under the guidance of the Technical Advisor – KVP, s/he will closely work to design, implement, and monitor programs to achieve 95-95-95 goals for HIV epidemic control specific related to AGYW. To ensure the AGYW are on track, s/he will ensure to develop/refine M&E tools, plan and monitor implementation of the tools for improvement and gaps analysis.

Major Accountabilities

• Implement the DREAMS layering table according to the target provided and the milestone set for high-quality service delivery.
• Identify trainings, coaching, mentorship needs, and conduct/support DREAMS trainings/meetings from foundation to implementation stage in all DREAMS councils.
• Work with strategic information department to refine the available DREAMS tools and ensure data collection and quality assessment conducted as scheduled.
• Coordinate and document weekly DREAMS calls for monitoring of activities implementation and troubleshoot challenges for early resolution.
• Identify DREAMS procurement needs, develop a procurement plan, manage DREAMS inventory/stock and support the transportation of tools according to the needs.
• Ensure close collaboration with IPs from HQ to council level for services delivery extension to the AGYW through general FIKIA outreach or through DREAMS interventions.
• Perform new intervention adaptation processes that includes materials review, translation, procurement, collaboration with partners, and development of implementation work plan.
• Provide overall technical leadership, capacity building and day to day management of the activities targeting AGYW to field teams across all FIKIA regions
• To provide guidance in planning, implementation and monitoring of the AGYW programs to achieve programmatic and administrative goals while ensuring project resources are utilized for the program in line with applicable ICAP and donor policies and procedures
• Collaborate with MOH, ICAP national/regional teams, and other implementing partners to develop strategies, guidelines, SOPs, patient educational materials for implementing AGYW related programs in accordance with the MOH national guidelines
• Work in close collaboration with zonal managers, project coordinators, field teams, and other project technical officers in developing tools and work plans to ensure high-quality services delivery to AGYW.
• Conduct frequent supervision and monitoring visits to program sites and regions as well representing ICAP in relevant meetings with the MOH/NACP/TACAIDS, the donors, and other stakeholders
• Perform any other relevant duties as assigned by the supervisor

Required Qualifications, Knowledge, and Skills:

• Required Education: Degree in social science with extensive field experience or Master’s degree in the following fields: Public Health, Epidemiology, Biostatistics, or related discipline.
• Required Experience: Minimum 4 years technical experience working with youth and DREAMS programs and/or research.
  • Required: Familiarity with PEPFAR-funded programs.
• Demonstrated knowledge on HIV/AIDS prevention, care and treatment, and adherence and psychosocial support programs
• Demonstrated ability to provide strong technical guidance for DREAMS and AGYW related interventions.
• Excellent communication skills, including writing and presentation skills. Fluent in both Kiswahili and English
• Strong computer skills (MS Excel, Word, and PowerPoint at minimum required).
• Preferred: Familiarity with statistical software and programs.
• Strong ability to liaise with external stakeholders and government officials
• Experience in developing and executing work plans, budgets, reports, etc.
• Flexible to work after normal working hours and weekends at various community locations
• Ability to interact well with all targeted groups and peer volunteers by facilitating a nonjudgmental, nondiscriminatory, and non-stigmatizing environment in the program, to welcome all beneficiaries regardless of their background
