Vocational Skills Training Development Coordinator

Background

Skills for Employment Tanzania (SET) is a project financed by the Swiss Agency for Development and Cooperation (SDC) through the Embassy of Switzerland in Tanzania. It aims to enhance youth (self-) employment for the Vocational Skills Development system. It supports the government and private sector stakeholders to expand access to quality training that matches the demand from both the economy and youth. The project improves relevance of labour market data for curriculum development, enhances the quality of vocational teachers through continuing professional development and provides access to tailor-made practical vocational training for youth in particular for women including young mothers.

Responsibilities and Tasks

Under the supervision and support of the Vocational Skills Development and Gender Equality and Social Inclusion Manager, the successful candidate will have the following responsibilities and tasks:

  1. Non-formal vocational skill program revision and development (50%)

    • Organise and support the revision and/or development of non-formal vocational skills training programs, including curricula, training guides, training materials, and cost assessments with internal and external stakeholders
    • Ensure that all relevant stakeholders are involved in job analysis and training program revision/development and their capacity to do the same themselves is improved
    • Contribute to the revision and/or development of non-formal training programs by ensuring high quality of developed training packages and aligning them to national requirements
    • Incorporate emerging technologies and industry best practices into program materials.
    • Facilitate dissemination of revised/developed training packages through relevant channels and follow up on usage and implementation of training packages in selected institutions
    • Support the development and usage of a guide for non-formal training programs development
  2. Labour Market Analysis (40%)

    • Organise and support implementation of LMA studies at local level focusing on youth needs in collaboration with related internal or external stakeholders.
    • Identify emerging skills gaps and future skills needs for meaningful youth engagement
    • Ensure that all relevant stakeholders are involved in LMA studies and their capacity to do the same studies themselves is improved
    • Contribute to LMA studies through collection, cleaning and analysis of the data and the translation of the findings into reports while ensuring high quality of LMA studies.
    • Ensure establishment of a knowledge hub for non-formal VSD in Tanzania with the relevant public authorities and other stakeholders to ensure dissemination and use of the documentation developed
    • Support the development and usage of a guide for a simple LMA prior to the start of youth VSD programs.
  3. Other tasks (10%)

    • Closely collaborate with the youth training coordinators to ensure LMA and training packages are integrated in the training projects being offered by SET.
    • Provide inputs for SET reporting to the Government and SDC.
    • Work with MRM to ensure that monitoring data is aligned and participate in MRM meetings as
    • Ensure the inclusion of Gender Equality and Social Inclusion (GESI) and climate change into LMA and training programs
    • Establish YPOs, budget, and other administrative reports related to LMA and curricula development in collaboration with the Vocational Skills Development Manager.
    • Perform other tasks as agreed with the Vocational Skills Development Manager.

Required qualifications, experience and competencies

Workplace

The main place of work will be Morogoro with regular visits to other places in Tanzania.
