Purpose of the Assignment

Under the direct supervision of the Head of Monitoring and with guidance from the Head of RAM, this the incumbent will coordinate process and activity implementation monitoring across all WFP Tanzania field offices.

Key Accountabilities/Responsibilities

  1. Ensure that all WFP Tanzania Field Offices meet corporate and CO programme quality assurance process monitoring standards and align with corporate guidelines, including the minimum monitoring requirements (MMRs), data protection and privacy considerations, and the CO Monitoring Strategy and CO SOP on Process and Outcome monitoring.
  2. Support regular reviews and updates of the CO Process Monitoring SOP for Tanzania CO.
  3. In consultation with the Head of RAM, Head of Monitoring and Monitoring Associates based in field offices, coordinate and support preparation of quarterly process and activity implementation monitoring plans for all field offices using the WFP Risk Based Monitoring Framework (RBMF).
  4. In coordination with Field Office monitoring teams, update information for each risk parameter of the WFP Risk Based Monitoring Framework (RBMF) for WFP Tanzania on a monthly basis.
  5. Collaborate with HQ APP-Monitoring to ensure process and activity implementation data collection tools are in place for all relevant WFP Tanzania Country Strategic Plan (CSP 2022-2027) Activities and projects and are aligned with corporate standards and digitized MODA forms.
  6. Provide trainings and continuous technical support to WFP field monitoring assistants on process and activity implementation monitoring tools and methods to ensure solid capacity and proper use of the tools.
  7. Facilitate and manage consolidation, analysis, reporting, visualization and dissemination of process and activity implementation monitoring information.
  8. Ensure that issues identified through process and activity implementation monitoring visits are properly recorded and escalated in a timely manner in the Process Monitoring Issues Escalation system; coordinate and support issues resolution with designated focal points; track actions taken by relevant actors to ensure issues are fully resolved and in a timely manner and relevant information is recorded in the Escalation System throughout the case management cycle until issue is fully resolved and closed.
  9. Keep track of monitoring visits and coverage within WFP areas of operation, ensuring that all activity sites are monitored; consolidate actual monitoring visits on a monthly basis and use this information to update the Process Monitoring Coverage Dashboard.
  10. Suggest improvements to field monitoring processes and procedures for efficient implementation of the assistance programmes.
  11. In coordination with the respective Programme and FO, provide information about activity sites to the CO to inform monitoring plans.
  12. Collaborate with the Complaints and Feedback Mechanisms (CFM) team to triangulate CFM insights with information generated through process/activity implementation monitoring.
  13. Support WFP field offices to deliver timely information to beneficiaries about the actions taken based on monitoring and CFM findings.
  14. Support filed offices in preparation of updates on process monitoring coverage and issues escalation for monthly monitoring coordination meetings, and inputs for the CO Management Dashboard.
  15. Perform other duties as assigned by supervisor.

Minimum Qualifications and Experience

Education

Completion of first University (Bachelor’s) degree in nutrition, public health, economics, rural development, statistics or other related fields.

Experience

  • Has a minimum of 4 years of relevant monitoring and/or operational experience, including coordinating project implementation and monitoring activities, developing monitoring data collection questionnaires and digitizing them, collecting monitoring data, conducting quantitative and qualitative analyses, and reporting findings to management, partners and other stakeholders.
  • Has worked with technical teams (i.e., Agriculture, nutrition, food security analysis, etc.).

Knowledge & Skills

  • Experience and skills in project implementation/management and/or process and activity implementation monitoring including direct project implementation or field monitoring of community or village-based projects.
  • General knowledge of monitoring systems, processes, tools, and standards.
  • Data compilation, analysis, and presentation of data using statistical and presentation software such as Excel, SPSS, and PowerPoint.
  • Has good coordination and problem-solving skills and is proactive and solutions oriented.

Language

Fluency in both oral and written communication in English and Swahili languages.
