Thamini Uhai: Procurement Officer Position

Thamini Uhai, formerly World Lung Foundation, is a Tanzanian non-governmental organization dedicated to reducing maternal and early neonatal mortality and strengthening health systems in underserved rural areas. Partnering with the Government of the United Republic of Tanzania since 2008, Thamini Uhai has a proven track record of enhancing maternal and newborn health services.

Partnership Program for Maternal and Newborn Health Improvement in Tanzania

Thamini Uhai has secured funding for the implementation of the Partnership Program for Comprehensive and Integrated Maternal and Newborn Health Improvement (Mjamzito na Mtoto Salama) in Tanzania. This significant five-year program, jointly supported by Bloomberg Philanthropies and the Gates Foundation, aims to accelerate the achievement of 2030 SDG targets by improving maternal and newborn health outcomes.

The program will be implemented in three regions of Tanzania Mainland, spanning two phases from September 2025 to June 2027 and from July 2027 to June 2030 in Geita, Katavi, and Kigoma regions. Key areas of focus include strengthening the delivery of quality and respectful Emergency Obstetric and Newborn Care (EmONC), including postpartum hemorrhage (PPH) management, antenatal care, and comprehensive newborn care, with a special emphasis on scaling up care for small and sick newborns.

Furthermore, the initiative will provide strategic technical support to the Ministry of Health in reviewing technical guidelines and associated learning resources.

CONTRACT LENGTH: One year (with possibility of extension)

POSITION SUMMARY:

Under the supervision of the Director of Finance and Operations, the Procurement Officer will be responsible for the procurement management functions of the Thamini Uhai program. This includes the execution, implementation, and overall management of procurement and related functions. The role also involves liaising with Regional Offices to ensure effective coordination of procurement standards and adherence to Thamini Uhai and donor policies and procedures across the program.

Main Duties and Responsibilities:

  • Establishes and maintains a procurement plan, ensuring timely delivery of goods and services.
  • Assists with the preparation of requests for quotation, initiations to bid, requests for proposal, and coordinates their timely dispatch via email or dispatch.
  • Maintains current and up-to-date procurement documents and manuals.
  • Reviews requisitions for completeness and accuracy, follows up on discrepancies with the initiating department, and identifies available suppliers from the preferred supplier list for each requisitioned item.
  • In collaboration with the procurement evaluation committee, prepares requests for quotation, invites price quotations, coordinates bid openings and evaluations, and conducts price analysis with committee members for review by the Director of Finance and Operations and Executive Director.
  • Coordinates with selected bidders to ensure completion of all procurement processes, including bid security, contract award notice, and proper distribution of contract documents.
  • Ensures procurement transactions have adequate and accurate supporting documentation and proper filing for compliance with policies and procedures.
  • Expedites and tracks purchase orders.
  • Compiles supplier invoices and ensures weekly submission to Finance for payment.
  • Responsible for the submission/sharing of the weekly procurement tracker to keep the team updated and identify any gaps for corrective measures.
  • Follows up to ensure all outstanding purchase orders are delivered by the due date.
  • Researches pricing and obtains quotes locally/internationally for low-value items.
  • Provides purchased materials to the responsible receiving office and completes all necessary actions for process completion.
  • Maintains and manages all procurement documents for records and audit purposes.
  • Prepares a variety of reports, correspondence, and documents (e.g., purchase orders, quotation analysis, and amendments) on procurement-related matters.
  • Performs any other related duties as assigned by the superior/line manager.

Required Qualifications:

  • Bachelor’s Degree in Procurement and Logistics, Supply Chain Management, or a related field.
  • Certified with the Procurement and Supplies Professional and Technician Board (PSPTB).
  • Minimum of 3 years of professional experience in procurement, supplies, and logistics, ideally with experience working with Donor-funded Projects.
  • Previous work experience with multiple projects involved in environmental and/or community issues.
  • Proven ability in supply chain management and logistics.
  • Excellent written and oral communication skills.
  • Fluency in English and Kiswahili languages.
  • Good Microsoft Computer knowledge (Excel, Word, and PowerPoint).
