Programme Overview: Digital Transformation Centre Tanzania

The GIZ programme "Digital Transformation Centre Tanzania" aims to strengthen ecosystem expertise in applying digital approaches in the fields of gender equality and human rights among key stakeholders in Tanzania. By tackling local digital transformation challenges and prioritizing participatory processes, it bolsters both the economy and society. To achieve this, the Digital Transformation Centre amalgamates innovative capacity, technical expertise, IT knowledge, research, and a start-up mentality. The DTC in Tanzania prioritizes the advancement of women and girls, as well as marginalized populations affected by the digital divide.

Project Focus: Women Leadership in the Public ICT Sector

As part of the initiative Team Europe “Women Leadership in the Public ICT Sector”, Germany, through GIZ, is leading the implementation of the Specific Objective (SO) “Promoting gender-equitable digital policy”. In Tanzania, activities are planned to be carried out by the DTC Tanzania in partnership with Innovation Hubs, Academia, NGOs, to prioritize the advancement of women, girls, and marginalized groups most affected by the digital divide. The activities of the project focus on three action lines:

  • Multi-stakeholder dialogues to facilitate exchange on gender-equitable digital policies.
  • Trainings to build skills and capacities to enable women to shape gender-equitable digital policies.
  • Development of strategic recommendations and/or regulatory instruments.

Responsibilities and Tasks

Advise

  • Technically advise and coordinate the planning and implementation of activities in partnership with other members of the team onsite and virtually.
  • Provide technical advice to partner and beneficiary institutions, promoting capacity building and knowledge sharing on digital policies with a gender and diversity lens – especially on the topics of Artificial Intelligence.

Management

  • Plan and coordinate the organization of high-level events and workshops (onsite and virtual), ensuring their adequate technical and methodological preparation.
  • Contribute technically to the development of strategic recommendations and/or regulatory instruments, with a special emphasis on governance frameworks for artificial intelligence with a gender focus.
  • Prepare terms of reference, support procurement processes, evaluate proposals, and provide technical oversight of the quality of contracted services.
  • Monitor and follow up on assigned activities, prepare technical reports, and report periodically to project management on progress and results.

Other/Additional Tasks

  • Spearhead communications and PR efforts to amplify the programme’s story and achievements.
  • Take on additional responsibilities and activities as needed, showcasing your versatility and commitment to the programme’s success.

Qualifications and Professional Experience

  • Higher education in digital transformation, IT, or a related field; ideally with a master's degree.
  • Minimum 5 years of relevant professional experience in digital policy, AI governance, or ICT regulation.
  • Demonstrated experience in multi-stakeholder engagement and coordination involving government, civil society, academia, NGOs, and private sector actors.
  • Proven experience working with government ministries or regulatory authorities (preferably ICT, Gender, or other related ministries).
  • Excellent communication skills in English and Swahili, excellent interpersonal skills, strategic thinker, and proactive.
  • Practical experience in managing multi-stakeholder projects.
  • Innovation-driven mindset: Practical experience in managing and fostering innovation to drive impactful outcomes.
  • Experience in policy development to bridge the gender digital divide.
  • Complex stakeholder management: Skilled at navigating and managing relationships with diverse and complex stakeholders.
  • Team player with diversity awareness: Proven ability to work effectively in diverse teams, with members from different cultural and professional backgrounds.
  • Language proficiency: Fluent in Swahili and English, with excellent communication skills in both languages.
  • Tech-savvy: Strong working knowledge of digital tools and applications to streamline workflows and enhance efficiency.
