Advisor - Monitoring and Evaluation
Position Summary
The M&E Advisor will supervise and manage the M&E team and oversee the collection, management, analysis and use of project data, ensuring that lessons learned are integrated into project implementation to continuously improve the quality of interventions and outcomes for early detection of breast cancer and immunization programs. The M&E Advisor will be the lead technical expert responsible for all M&E related activities, including performance monitoring, data analysis, display and use, and reporting of achievements and results in the breast cancer early detection context. The M&E Advisor will provide technical leadership to develop project plans/frameworks, M&E systems and indicators to capture performance results and provide effective, accurate and timely monitoring, evaluation and reporting of all project activities aligning with breast cancer early detection and diagnostic services. S/he will lead efforts to strengthen monitoring and evaluation systems and performance monitoring within a targeted geographic area, which may include building the capacity of Regional and Council Health Management teams to monitor, document and analyze the performance of breast cancer -early detection using clinical breast examination with enhanced referral services and ensure data quality. S/he will liaise with relevant technical officers, M/E assistants and MOH/Health Management Information System (HMIS) responsible for district and county level strategic information and monitoring and evaluation and support coordination with the national Reproductive Health Cancer unit. This position is critical for quality programming and the generation of evidence-based approaches to support being reached and linked to a variety of services along breast and cervical cancer management and comprehensive care of suspect breast cancer cases. Furthermore, the ME Advisor will work with in-country technical experts to develop systems to monitor CBE services, diagnosis services, referral, outreach and navigation activities for improved linkages, retention and adherence to with R/CHMTs to ensure the delivery of quality clinical breast examination (CBE) services in health facilities as per national breast cancer control strategies and project work plans. He will also be responsible for providing technical guidance in M/E activities in facility and outreach settings in all 5 supported regions-Mwanza, Tanga, Morogoro, Zanzibar and Mtwara.
Working under the technical guidance of the project director, the M&E Advisor will be responsible for reinforcing partnerships with the MOH and R/CHMTs and facilitating the documenting and disseminating of project successes, challenges and lessons learned. The M&E Advisor will also be responsible for supporting the design and conducting of assessments, operations research and evaluations to address project needs. The M&E Advisor will liaise with and support consortium partners and the Ministry of Health to implement monitoring and evaluation (and learning) activities.
During the project, the ME advisor will also work collaboratively with the R/CHMTs, project director and other project staff to engage stakeholders to advocate for government funding to ensure the sustainability of key monitoring activities for both early detection of breast cancer and also advocate for the inclusion of interventions into the facility and institutional level budgets to pave the way for sustainability and scale.
Responsibilities
Essential Duties and Responsibilities
- Provide technical assistance and leadership, implement, and assess and strengthen M&E systems and tools, to achieve programmatic goals.
- Ensure that appropriate M&E mechanisms are incorporated into work plans and reports.
- Conduct capacity building activities to support the collection, analysis, presentation, and utilization of high-quality data for improved programming.
- Develop and oversee the implementation of data quality assurance systems.
- Monitor program performance based on the performance monitoring and evaluation plan, annual work plans, and the environmental mitigation and monitoring plan.
- Work closely with R/CHMTs to inform planning and provide technical assistance to the government as needed in monitoring early detection of breast cancer and the immunization program.
- Inform the program team and build capacity of R/CHMTs on indicators to monitor program performance and support evidence-based programming.
- Oversee data entry into DHIS2 systems, KOBO, Power BI and donor databases as applicable.
- Provide technical guidance and mentor lower-level personnel. Act as team lead as needed and supervise M/E assistance and technical officers on ME activities.
- Ensure that healthcare providers at the subnational level follow CBE protocol/SOP.
- In collaboration with the project director, support the development of quarterly reports and ensure timely submission to the Government and Donor.
- Work with the regional and national HMIS teams to ensure proper data collection procedures.
- In partnership with RHMIS/DHMTs-facilitate capacity building on data entry, collection, compilation and analysis for both CBE and Immunization programs and ensure that mentorship activities are conducted as planned.
- Contribute to the overall strategic implementation of program activities.
- Participate in all STTA meetings.
- Ensure that program implementation is based on sound technical content and is sustainable and is led by the MOH and PORALG.
- Perform other duties as assigned by the supervisor to ensure the achievement of project goals.
Required Qualifications
Qualifications and Requirements:
- Bachelor’s degree in public health, Statistics, Social Sciences, Monitoring & Evaluation, development studies, economics, sociology
- Master’s degree in public health, Statistics, Social Sciences, Monitoring & Evaluation, development studies, economics, sociology is preferred
- Rich work experience in the program context, training, or courses may also be acceptable
- Established track record of designing, carrying out or managing monitoring, evaluation activities
- A minimum of 6 to 7 years of experience in monitoring and evaluation, data management or related work in the health sector
- Knowledge of evaluation methodologies and broad capacity in data analysis in Women Cancer Context
- Experience applying tools such as theories of change, evidence gap maps and evidence synthesis for decision-making.
- Good understanding of log frames and other results frameworks.
- Experience using and promoting uptake of monitoring results, evaluations, research and evidence
- Experience with health programs health information management both in Mainland and Zanzibar, particularly those involving breast cancer or non-communicable diseases, is a plus.
- Proficiency in data management software (e.g., Stata, SPSS, MS Excel, DHIS2, KoboToolbox, Power BI)
- Strong data analysis skills, with the ability to ensure data quality and identify trends.
- Knowledge of M&E methodologies and frameworks, including experience with data quality assessments.
- Strong written and verbal communication skills, with the ability to work collaboratively with key stakeholders at all levels - national and subnational
- Ability to provide clear and concise feedback to improve data quality and program implementation.
- Strong organizational skills, attention to detail, and the ability to manage multiple tasks simultaneously.
- Ability to facilitate implementation research
- Willingness to travel in 50% of the time
Preferred Qualifications:
- Experience with the implementation of donor-related programs
- Experienced in managing information systems focused on early detection of breast cancer service deliveries will be a huge added advantage
