ToR for Advocacy and Government Liaison Specialist

The Advocacy and Government liaison specialist will be responsible for supporting the Communications of Uwezo with the national and sub-national advocacy with government entities and policy makers, in accordance with Uwezo Tanzania communication plans and standards.

General task:

Support Uwezo Tanzania advocacy activities in collaboration with the Engagement, Advocacy and Communication Lead and the Executive Director at Uwezo Tanzania.

Key Responsibilities:

  • Develop and implement advocacy campaigns aimed at influencing legislation, regulations, or government policies.
  • Support Uwezo ED in the contact between the organization and government agencies, elected officials, and policymakers.
  • Advocate for policies, regulations, or initiatives by communicating the organization’s position to government representatives.
  • Develop briefing materials, fact sheets, and position papers for government agencies.
  • Support in representing the organization at public meetings, and government planned advocacy events.
  • Support in creating and disseminating communications materials for government officials. This includes press releases, newsletters, policy briefs and others related to advocacy efforts.
  • Support the ED and Communications lead to Prepare presentations for meetings with policymakers or stakeholders.
  • Support in soliciting permits for the various projects implemented at Uwezo and drafting of the MoUs with the government.
  • Deal with inquiries and provide information, advice and guidance on policy relating to Education, Health and nutrition, science & technology and community empowerment including providing support to the ED.
  • Develop and disseminate policy briefs via workshops, newsletters, meetings, mainstream media and social media.
  • Maintain and keep the Uwezo website and social media channels engaging.
  • Develop a working relationship with MP’s, local councilors, and government departments.
  • A government liaison officers’ duties would include monitoring of policies and procedures and any Legislation relating to the Education, Health and nutrition, science & technology and community empowerment.
  • Research, prepare and write up reports and circulate the reports to the relevant stakeholders and ensure Communication to the partners that may be affected.
  • Look for communication strategies, including publications and government departmental websites.
  • Consult with external partners and agencies, including private organizations, contractors where applicable.
  • Organize and collect data, including evidence of compliance with legislation.
  • Respect confidential information. Must be tactful, diplomatic and communicate effectively and get on with people from all backgrounds.
  • Communicate regularly with ED, communications Lead, and fellow colleagues and senior management team. Ensure compliance via program director, with relevant legislation including: General Data Protection Regulation (GDPR).

Qualifications and Experience Requirements

  • Holder of Bachelor degree in Communications, Mass communication or other related social science courses from recognized University.
  • Experience in Policy Engagement, Advocacy and development work.
  • At least three years relevant working experience, specifically in government communications.
  • Excellent writing and communication skills in both English and Kiswahili; an eye for detail.
  • Keen understanding of traditional media, social media and uses of new technologies for communication in East African context.
  • Ability to be on top of issues and deliver quality results on time.
  • Experience in producing and designing communication materials relevant for dissemination and advocacy.
  • Awareness of child protection and safeguarding principles.
  • Good basic knowledge of development and education issues.
  • Strong computer skills, basic data management and analysis, and use of database and internet.
  • Excellent teamwork skills and experience, flexibility and resilient skills at work place.
