Overview
Position Summary
The Monitoring and Evaluation (M&E) Assistant will provide support to the M&E Advisor in implementing the M&E activities for the Early Detection of Breast Cancer Program in Morogoro, Mtwara, Zanzibar, Mwanza and Tanga regions. Under the supervision of the M&E Advisor, the M&E Assistant will be supporting in data collection, summarizing, compiling and dissemination, storing and timely reporting of breast cancer early detection program. The assistant will focus on ensuring that the data related to breast cancer screening, diagnosis, and referrals are collected accurately, analyzed, and reported on time. S/he will assist in the implementation, monitoring and evaluation of program activities, in accordance with the project work plans and strategies established for early detection of breast cancer program. The M&E Assistant will work closely with health facilities, supporting health care providers in data collection, mentor them to ensure data quality for sustainable program improvement. S/he will be responsible to work with R/CHMTs in respective regions to support outreach services, coordinate district and facility data verification visit for early detection of breast cancer. S/he will support health care providers directly collecting data on Clinical Breast Examination (CBE) activities, and supporting the staff to document their work effectively. The assistant will also help with monitoring the performance of the program by tracking the number of women screened, diagnosed, and referred for treatment, as well as assisting with reporting requirements for both internal and donor purposes. S/he will also support tracking suspect breast cancer cases through multiple reporting tools, facilitate structured data verification exercise aligning with the MOH standards and monitor targets. S/he will be responsible for designing and implementing the M&E activities of the Project; assisting the M&E advisor in preparing Quarterly/Annual reports on project progress and will monitor the project activities on a regular basis and conduct data quality checks as needed. This is an important role that contributes to ensuring that the program runs smoothly and meets its targets for early detection of breast cancer and enhanced treatment.

Responsibilities
Essential Duties and Responsibilities
Support in Data Collection and Reporting
- Assist in the collection, verification, and entry of data related to Clinical Breast Examination (CBE), diagnostic and referral services from participating health facilities.
- Ensure that CBE screening, diagnosis, and referral data are accurately captured and reported in line with project objectives in paper and electronic tools (DHIS2).
- Monitor the timely submission of data from health facilities to ensure compliance with project reporting schedules.
- Provide feedback to health facility staff to ensure the completeness and quality of reported data.
Data Quality Assurance:
- Conduct routine data quality assessments (DQA) to ensure data consistency, accuracy, and completeness across health facilities and project sites.
- Work with R/CHMT and M&E Advisor in reviewing and correcting data inconsistencies within DHIS2 and other reporting systems.
- Support the development and implementation of data quality improvement plans at project sites.
Monitoring Program Performance:
- Assist in monitoring key performance indicators (KPIs) for the Early Detection of Breast Cancer Program, including screening rates, timely diagnostic services, and patient outcomes.
- Ensure that data on the stage of cancer diagnosis, referral completion, and treatment adherence are collected and reported as per program objectives.
- Support R/CHMT and M&E Advisor in compiling monthly and quarterly reports for internal and donor reporting.
Capacity Building and On-the-Job Mentorship:
- Assist in building the capacity of health facility staff to collect, report, and utilize data for decision-making.
- Provide on-the-job mentorship and support to health workers in data collection and management for CBE activities.
- Support the facilitation of training sessions for staff on data collection tools and reporting systems such as DHIS2.
Support with Outreach and Community Engagement Monitoring:
- Monitor and track outreach activities, ensuring that data on community sensitization, screenings, and referrals are collected and analyzed.
- Collect feedback from community outreach events to help improve demand creation strategies for breast cancer screening services.
Documentation and Knowledge Sharing:
- In partnership with RHMIS/CHMIS-facilitate capacity building on data entry, collection, compilation and analysis for both CBE and Immunization programs and ensure that mentorship activities are conducted as planned
- Maintain proper documentation of all M&E activities, including DQA reports, monitoring checklists, and program evaluations.
- Contribute to the development of success stories, lessons learned, and knowledge-sharing materials related to breast cancer program implementation.
- Contribute to the overall strategic implementation of program activities including supporting participants registration and JDR payment
- Ensure that program implementation is based on sound M/E technical content and is sustainable and is led by the MOH and PORALG
- Perform other duties as assigned by the supervisor to ensure the achievement of project goals
Required Qualifications
Qualifications and Requirements:
- Bachelor’s degree in public health, Statistics, Social Sciences, Monitoring & Evaluation, or a related field.
- Minimum of 2 to 3 years of experience in monitoring and evaluation, data collection, or related work in the health sector.
- Familiarity with health programs, particularly those involving breast cancer or non-communicable diseases, is a plus.
- Proficiency in data management software (e.g., MS Excel, DHIS2, KoboToolbox, Power BI).
- Strong data analysis skills, with the ability to ensure data quality and identify trends.
- Knowledge of M&E methodologies and frameworks, including experience with data quality assessments.
- Strong written and verbal communication skills, with the ability to work collaboratively with health facility staff and other stakeholders.
- Ability to provide clear and concise feedback to improve data quality and program implementation.
- Strong organizational skills, attention to detail, and the ability to manage multiple tasks simultaneously.
- Willingness to travel to health facilities and outreach sites within the project regions.
Preferred Qualifications:
- Experience with implementation of donor related programs
- Experience in implementing early detection of breast cancer service deliveries and management will be a huge added advantage
