Org. Setting and Reporting

The UN Secretary-General launched on 1 January 2019 a bold and new global reform which repositioned the UN Development System to deliver more effectively and efficiently with the achievement of the 2030 Agenda and the Sustainable Development Goals. As part of this reform, UN Resident Coordinator Offices (UN RCO), under the leadership of an empowered and independent UN Resident Coordinator - the highest-ranking official of the UN Development System and Representative of the UN Secretary-General at country level - support countries in the achievement of their development priorities and the attainment of the SDGs.

The position is located in the UN Resident Coordinator's Office in Tanzania. The Associate Program Management Officer reports to the Head of Office, RCO.

Responsibilities

Within limits of delegated authority, the incumbent will be responsible for the following duties:

1. SDG DATA ASSESSMENT AND PRIORITY SETTING FOR M & E AND REPORTING:

  • Support identifying of SDG data gaps and discrepancies among various development actors including UN agencies in order to advocate harmonization and coherent reporting mechanisms.
  • Support the process of SDG indicator mapping in Tanzania.
  • Undertake an assessment of the availability of data for SDG outcome level indicators reflected in the UNSDCF .
  • Support in identifying capacity gaps and develop strategies which will strengthen SDG data generation and management.
  • Assist programme formulation and revision throughout the UNSDCF cycle i.e., JWPs, Annual Reports, Mid-Year/Mid Term reporting based on SDG data analysis
  • Assist in analyzing various UN joint work plans in order to ensure they contribute to the agreed SDG targets.
  • Support the RBM Specialist and Economist in all other assignment related to this task.

2. SDG REPORTING AND DISSEMINATION:

  • Assist programme formulation and revision throughout the UNSDCF cycle i.e., JWPs, Annual Reports, Mid-Year/Mid Term reporting based on SDG data analysis.
  • Support monitoring and analysis of the latest statistical reports published by partners and the government and inform on their implication to UN work.
  • Assist with identifying areas of improvement in substantive results reporting and work with UNCG in identifying suitable means to promote SDG results.
  • Support preparations of joint meetings (technical and high level) and preparation of reports/minutes for the same.
  • Supporting collecting and analyzing information/data required for preparation/revision of Common Country Analysis (CCA)
  • Carry out any other tasks assigned by RBM specialist and/or Economist.

3. INTER - INSTITUTIONAL COLLABORATION:

  • Coordinate and facilitate UN engagement with national data and statistical systems including strengthening NBS capacity, identifying and establishing concrete collaboration on areas of the 2030 agenda and SDG monitoring.
  • Communicate and coordinate with existing partnerships and help form new partnerships with UN agencies, academia, the private sector, and governmental agencies to further the use of data science for development, data collection and project/research implementation.
  • Share experiences and best practices and provide guidance and suggestions on how to address challenges related to statistical activities, including the availability and quality of data and organizational aspects.
  • Support the RCO and UNCT in all other duties related to inter – institutional strengthening.
  • Contributes to the collection and analysis of data and identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.
  • Documents requirements and background information used for data analysis.
  • Performs other duties as assigned.

Education

Advanced degree (Master’s Degree or Equivalent degree) in business or public administration, information management, statistics, sustainable development, social sciences, education, or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

 

Work Experience

A minimum of two (2) years of progressively responsible experience in providing strategic support to research and data analysis, knowledge management or project/programme management in the context of development cooperation or related area is required.

Work experience in business intelligence and other analytics or spreadsheet applications is desirable.

Work experience working in UN inter agency coordination is desirable.

Experience working on national statistical systems is desirable.

Knowledge of Results Based Management and Monitoring systems as well as results-based reporting is desirable.

A minimum of one (1) year or more of work experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English and Swahili is required. Knowledge of another official United Nations language is an advantage.
