About the National Budget and Programming Officer Position at WFP

This position is based in Dar es Salaam Country Office and reports to the Budget and Programming Officer under the overall supervision of the Deputy Country Director.

Background and Purpose of the Assignment

Objective: The Budget and Programming mission is to support and enable the Tanzania Country Office operations by safeguarding resources and efficient management of WFP resources, risk-informed end-to-end planning, budgeting and reporting that enables WFP to deliver its key priorities, strategic objectives and achieve its zero hunger goals.

The Role

To support the delivery of budget and resource analysis and programming activities and/or provide support to management, collaborating with and guided by HQ/RBJ and managers to apply best practice approaches for the efficient, effective and compliant utilisation of funds.

Key Accountabilities

Budget Planning and Management

  • Contribute to the development and implementation of policies and procedures for budget and programming activities.
  • Contribute towards the compilation, preparation and revision of various budget plans.
  • Monitor WFP’s corporate systems.
  • Participate in CSPs/RBPs closure activities.

Pipeline Management

  • Collate commodity pipeline requirements.
  • Prepare monthly pipeline reports.
  • Participate in and support preparations for the monthly, cross-functional, pipeline working group.

Funds, Performance Management, and Reporting

  • Check accuracy and monitor timely programming and utilization of funds.
  • Perform and document fund sub allotments.
  • Participate and support preparations for the CO/RB Resource Management Committee (RMC).

Other

  • Support the activation/deactivation and management of Global Commodity Management Facility (GCMF) supply lines.
  • Support the capacity enhancement of junior staff.
  • Collect inputs and draft accurate and timely reports.
  • Contribute towards the development and improvement of systems.
  • Participate in internal meetings/committees/working groups.
  • Follow standard emergency preparedness practices.
  • Perform other relevant duties as required.

Qualifications and Experience

Education

Advanced university degree in Business Administration, Statistics, Finance, Economics or other relevant field. Additional professional training in project management, statistical analysis and/or operational planning and management is desirable.

Language

Fluency (level C) in English language and the duty station’s language, if different.

Desired Experiences

  • At least 4-6 years’ experience in a similar position.
  • Experience preparing, managing and reporting on operational budgets.
  • Experience in working with large datasets.
  • Experience coordinating operational planning.

Knowledge and Skills

  • A demonstrated and adequate understanding of information and financial systems.
  • Thorough understanding of operational planning and business processes.
  • Adequate knowledge of programme operational requirements.
  • Strong MS excel skills.
  • Ability to consolidate and share resource management information.
