Shell Exploration and Production Tanzania Limited, a subsidiary of Royal Dutch Shell Plc, is the operator of the deepwater blocks 1 and 4, offshore Tanzania. Following a successful exploration and appraisal campaign, a large enough quantity of gas has been discovered to underpin on the LNG project. Before further technical work will be undertaken, a commercial framework for the LNG Project needs to be agreed between the Investors (of Blocks 1&4 and Block 2) and the Government
We seek a Tanzanian national to fill the senior position of Commercial Manager Upstream
Working within the commercial team based in Dar es Salaam, the commercial manager upstream is accountable for the upstream commercial activities during the appraisal and development phases for blocks 1 and 4. The job holder shall provide advice to the general manager commercial and the vice-president is Africa on upstream and general asset commercial issues. A key aspect of the role will be a liaison with government, attending meetings with the Tanzanian petroleum development corporation(the NOC), PURA(the regulator), The ministry of energy, co-venturers, and other stakeholders, plus the analysis of how to best align with these stakeholders to support the project.
Responsibilities
- Managing the further development of the commercial framework for the Upstream, where the Block 1 & 4 PSAs and Implementation Agreement form the basis.;
- Drafting commercial elements of multiple interlocking agreements, including with the Block 1and 4 co-venturers and TPDC, possible upstream cooperation agreements with Block 2 parties in pursuit of optimising the integrated LNG project, shareholder agreements, transportation agreements, gas sales into the domestic market and LNG sales agreements;
- Leading the discussions on behalf on Block 1 & 4 on Local Content, with the support of the subject matter specialist.
- Actively network and leverage Shell, JV partner, GoT and other key stakeholders relationships to create value and achieve our business objectives
- Actively connect colleagues to internal/external parties to enhance their networks and improve business effectiveness
- Managing on behalf of the OCM Representative the discussions and preparations for JV meetings (OCM, CCM) and contractual government meetings & budget submissions (ACM);
- Running negotiations on the above agreements
- Managing general asset commercial issues
- Working with members of the ALT to implement and coordinate a plan for the application of development licences;
- Evaluating key value drivers, project commercial constructs, identifying value creating opportunities and strategies, fine tuning the Upstream commercialization plan and interfacing with the Midstream agreements;
- Evaluating contractual issues, stakeholder mapping and strategy for domestic gas supply, including working with the NGUMP stakeholders in the development of a framework for gas utilisation in Tanzania;
- Evaluation of commercial risks, including providing inputs into the Asset Risk Register;
- Lead lobbying efforts for Upstream related regulations in line with our business objectives
- Coaching of the more junior commercial staff

Requirements
- Experience of New Venture development and commercial evaluation;
- Track record of delivery within Upstream project developments and operation of commercial arrangements in the Oil & Gas sector.
- Lead negotiations with 3rd parties;
- Demonstration of active networking with relevant stakeholders for the Tanzania Oil & Gas Industry
- Proven track record of working closely with senior management and influencing how they make decisions;
Knowledge, skills, and attributes required:
- Good knowledge of the commercial aspects of the value chain in the extractive industry. Preferably, experienced in key contractual drivers in the Upstream Oil & Gas industry, the gas transportation, and downstream domestic markets;
- Excellent negotiating skills; skilled in the management of complex negotiations; the job holder will have the requisite skills to understand all the Upstream agreements and to negotiate modifications as necessary;
- Ability to extract insights from analysis to aid management decisions;
- Knowledge of the development of energy markets, sector analysis & the tools used to analyse such markets.
- Understanding of the Tanzanian petroleum regulatory environment and /or similar regulatory environments elsewhere;
- Excellent interpersonal skills with the ability to quickly build internal/external networks. Strong preferences for candidates with experience in dealing with Government bodies and with an existing network of stakeholders in the Tanzanian energy world.
- Exhibit excellent behaviours in team-working, professionalism and drive to bring projects to closure;
- Strong team player with the ability to work with colleagues from different background and cultures (parent company is an International Oil & Gas Company);
- Numeracy including an understanding of economics, production and market modelling;

Dimensions
The Commercial Manager Upstream is accountable for the Upstream commercial activities during the appraisal and development phases for Blocks 1 and 4.
The job holder shall provide advice to the General Manager Commercial and the Vice President East Africa on upstream and general asset commercial issues. A key aspect of the role will be a liaison with Government, attending meetings with the Tanzanian Petroleum Development Corporation, the NOC, PURA, the regulator, the Ministry of Energy, co-venturers and other stakeholders plus the analysis of how best to align with these stakeholders to best support the project.
The job holder reports to the GM Commercial, who is a member of the Asset Leadership Team [ALT] for Tanzania. The Commercial Managers (Upstream and Midstream) are expected to stand in for the GM Commercial on an as-needed basis.
It is intended that most of the work of the job holder will be in the Upstream segment but there will be close liaison and overlap with the Commercial Midstream.
