Pursuant to political unrest in Burundi, Tanzania has been welcoming a number of refugees in Kigoma region who include People with Special Needs (PSNs) and People with Disability (PWD) and other vulnerable groups including Older Persons. With funding from UNHCR, HelpAge International Tanzania intends to implement a project that seeks to improve access to specialised care, protection and humanitarian assistance to persons with specific needs (PSN) who include older men and women; disabled women, men, and children, those living with chronic medical conditions, single women living on their own and minorities such as Albinos, through the provision of and access to appropriate community rehabilitation programmes, protection and the promotion of community and home-based care to homebound and frail PSNs, older men and women; disabled women, men, and children, those living with chronic medical conditions, single women living on their own and minorities such as Albinos, through the provision of and access to appropriate community rehabilitation programmes, protection and the promotion of community and home-based care to homebound and frail PSNs.

HelpAge International Tanzania therefore seeks to recruit Tanzanian nationals with relevant skills, experience and qualifications to join a dedicated team responsible for implementation of Project activities for People with Special Needs (PSNs) and People with Disabilities (PWDs) including older persons in Nduta and Mtendeli.

Job Title: Community Based Protection Officer (1 position)

Reporting to: Protection Coordinator

Responsible For:

Protection Programme Officers, CBR Coordinator, finance, Physiotherapist, Social workers, Data Clerks and M & E officers

Location: Nduta and Mtendeli refugee camps.

The community Based Protection officer will be responsibility for managing and ensuring the effective implementation and evaluation of programme activities procedures in consistent with standard practices and HelpAge International policy, procedures and principles.

Purpose of the Job:

Community Based Protection officer will be responsible for managing, reporting all issues affected PSNs. It is intended that the role will implement a range of projects in collaboration with multiple stakeholders and maintain effective relationships with relevant communities to provide advice in resolve issues and provide feedback and enhance engagement with communities.

KEY RESPONSIBILITIES

  • Provide advice to internal and external regarding community relations issues and projects
  • Plan projects related to community engagement and manage project variables to deliver on project objectives to the required standards and targets
  • Establishment, development and strengthening of partnerships across humanitarian actors, relationships with relevant communities and government agencies to identify opportunities, provide advice, resolve issues, plan and finalise projects and provide feedback to all relevant parties.
  • Work collaboratively with the line Managers, Community Engagement Strategies to implement the HelpAge calendar of programs, projects and events where required to deliver on expectations and objectives.
  • This includes providing advice to the line and Senior Managers on community relations issues, strategies and significant issues that may impact on the community of PSNs.
  • Ensure Community mobilisation, awareness raising and active participation of Work with other community structures (OPC, PWD, CPC, youth and women groups) in the development and strengthening of community-based protection and assistance mechanisms through referral, home visits, case follow and facilitating community meetings at camp level
  • Reach out to all beneficiaries to ensure their effective participation and inclusion in programme activities
  • To provide support to vulnerable individuals/children with disabilities and families with protection concerns in the process of psychosocial support
  • PSN/older people in community activities
  • Liaise with other partner organization on ground for inclusion of PSN/older people in the targeting and service delivery at camp level
  • Preparation and dissemination of feedback and following up actions arising from meetings with relevant Stakeholders and our people of concern (PSNs) in a timely manner.
  • Represent HelpAge at inter-agency meetings, coordination meetings, special events, and consult with PSNs from the community in negotiations and share information in order to achieve project outcomes.
  • Communicate regularly with the immediate supervisor and senior managers for updates on achievements and challenges
  • Any other duties assigned by the supervisor.

3.Qualifications,Competencies**& Person specifications:**

  • A bachelor’s degree or Diploma in social Works, Community Psychology, Community Development or Sociology with 2-4 years relevant professional experience especially in social works or development works.
  • Experience in working with refugee population is preferred.
  • Understanding of protection and human rights issues concerning the refugees a plus.
  • Ability to use basic computer packages (Word, Excel, PSS)
  • Ability to communicate in both English, Kiswahili Kirundi or French a plus
  • Excellent communication skills in writing and verbally.
  • Excellent interpersonal skills.
  • Well-developed organizational and planning skills
  • Self-motivation and strong team spirit
  • Good report writing skills
  • Facilitation and trainings skills
  • Conscientious.
  • Respectful and courteous.
  • Able to maintain a high level of ethical standards
