Job Position: COMPENSATION AGREEMENT LEAD
Job Description
Qualification required: Degree in Social Science, Anthropology, Environmental sciences/Management, Environmental Engineering, or related discipline.
Minimum experience: 15-20 years of professional experience in working with extractive industry within rural communities.
Professional experience in Land Acquisition, Resettlement Implementation, and Livelihoods Restoration is required. East Africa Experience required.
Accountabilities: The post holder is responsible for ensuring that the forenamed early works Compensation Agreement components are completed on the required schedule.

Responsibilities:
The Compensation Agreements Lead Early Works will be responsible for:
- Oversee and support process of issuance of Notices of Intention to Acquire across all impacted Early Works sites
- Define entitlement briefing strategy and plan
- Preparation of entitlement briefing and agreement signing process and training of field
- Oversee entitlement briefings process and ensure that all affected PAPs, Villages and District Authorities have been fully involved
- Responsible for interface with Project Finance team to ensure timely and organized payment of compensation Oversee in-field Compensation Agreement meetings with affected PAP’s, Villages and District Authorities
- Oversee process to issue Notices to Vacate, in liaison with relevant Authorities
- Oversee opening of bank accounts for displaced PAP’s and interface with Project Finance team
- Oversee handover of land access for Coating, Marshalling yards and contractor camps and ensure that all supporting documents have been properly recorded and deposited into the Project Data System
- Interface with the Legal Advisor to ensure that all mandatory legal processes linked to this scope are successfully completed
- Manage and monitor RAP Implementation contractors working on aspects of compensation payments, ensure Contractor’s scope is well understood and respected, oversee monitoring and reporting of activities
- Responsible for management of Compensation agreements Dar based team and field-based Land CLOs
- Ensure schedule for land access is respected, alert management to any schedule risks and identification corrective measures.
- Supervise the preparation and update of databases to track key PAP date needed for RAP Implementation
- Oversee the development of PAP folders and compilation of tracking data and key metrics
- Oversee the production of field survey reports and ensure findings are captured and recorded
- Oversee engagement with Authorities and communities about the identification of in kind entitlements including Replacement Land for agriculture and residential plots
- Oversee liaison between Company GIS and Contractors’ GIS to ensure data are transmitted
Requirements:
- Excellent communication skills with a proven ability to develop and maintain good relations with stakeholders including government authorities, local communities, industry, CSOs/NGOs and international organizations, negotiation, conflict management skills.
- Proven ability to work independently and meet deadlines. Proven ability to manage Contractors preferred.
- Excellent in computer; report writing, and analytical skills
- required.
- Fluency in English (written and spoken) required, additional languages a plus
