About LVIA

Lay Volunteers International Association (LVIA) is an Italian NGO working in ten African Countries including Tanzania with Headquarters in Cuneo Italy while in Tanzania our offices are in Kongwa District of Dodoma Region (P.O.BOX 160, Kongwa). LVIA has been working in Tanzania for more than 30 years in supporting the community development especially on agriculture, health, and the improvement of access to potable water and hygiene.

About the Project

LVIA is looking for a Construction Engineer to be employed in the framework of the EU funded project “Kijani Pemba – Strenghtening Urban Eco-Resilience in Chake Chake and Mkoani”

The specific objective of the project is to promote inclusive and sustainable growth in Chake Chake and Mkoani areas, South Pemba, by increasing climate urban resilience and access to basic services, socio economic opportunities and decision making, especially for women and youth in the urban poor communities.

Expected Results:

  1. Improved dialogue for participatory and coherent territorial planning among Local Authorities, communities and CSO;
  2. Improved connectivity, coverage and access to safe water and sanitation, for public and social facilities, with a specific focus on girls and women’s access to services;
  3. Socio-economic inclusion and economic empowerment of young people, girls and women, is promoted through environmentally sensitive waste management services and green small local businesses.

Duties and Responsibilities

  • Working in close collaboration with Government Engineers who are responsible for interventions, providing overall technical supervision for the satisfactory implementation of the project.
  • Oversees construction sites, contractors, and workers to ensure a high level of quality and safety while observing sustainable building practices.
  • Provide technical specifications, BOQ and technical drawings as and when required.
  • Monitor the program of work and working conditions and be aware for problems that might arise regarding progress, quality and safety.
  • Guarantees that all work is performed in accordance with approved manuals and procedures.
  • Ascertain quality of construction materials including standard checking and giving necessary approvals. In this context, giving instructions to the contractor for necessary material testing, evaluating test reports, and approving materials/giving necessary feedback for the improvement of quality.
  • Prepare weekly report including percentage progress of work, contractors’ manpower on-site, other resources available for the construction work, problems encountered and how those are overcome, coordination with Government stakeholders etc.
  • Verify that the construction is carried out according to the BOQ’s, drawings and specifications provided by LVIA.
  • If there is any need for a deviation from the original scope of work or need for any additional work immediately report it to the Activities Coordinator including necessary supporting documents such as drawings and BoQ’s and reasons for the deviation or additional work. Record such deviations from the original design along with the reasons for the change. Getting necessary approvals before carrying out such work.
  • Jointly measure and record field measurements with the participation of the contractor and check and certify contractors’ measurement certificates.
  • Perform other duties as may be assigned by the Project Coordinator

Skills

  • Water supply systems: Knowledge of designing, implementing, and managing water supply systems, including boreholes, wells, Rain Water Harvesting and piped water systems.
  • Sanitation systems: Experience with the design and implementation of sanitation systems such as latrines, septic tanks, and sewage treatment plants.
  • AutoCAD and other design software: Proficiency in using design software for planning water and sanitation infrastructure.
  • Knowledge in Tender Documents preparation and review

Requirements

Essential:

  • At least bachelor’s degree, preferably in Civil Engineering or Water resource Engineering.
  • Minimum 3 years of relevant professional experience as Water Engineer, Civil Engineer or related;
  • Previous experiences with international NGOs and donor funded projects
  • Proven experience in WASH or construction projects
  • Proficiency in English and proven ability to write official reports and documents in English and Kiswahili;
  • Proficiency with MS Office (Word, Excel, Power Point);
  • Strong research, decision-making, critical thinking and problem-solving skills
  • Be a Tanzanian citizen

Preferred:

  • Relevant courses / certificates
  • Knowledge of various design software (AutoCAD, etc.)
  • Valid motorcycle riding permit
