Location: LIWALE, LINDI
MAIN PURPOSE
To support the Project Medical Referent (PMR) in the implementations and monitoring the project medical activities. The DPMR will also fill the gap of the PMR in the event of absence or delegation to represent MSF at the local health authorities.
ACCOUNTABILITIES
- In collaboration with MoH and local partners, supports the PMR in defining, implementing, and monitoring medical activities, according to MSF project plans, standards, and protocols.
- Participates on defining medical operational priorities and the development of the project policies, budget review and project proposal.
- Ensures regular contact with MoH and other local medical actors.
- Responsible for the medical data collection, analysis and reporting to the MedCo.
- Provides technical support to medical personnel ensuring compliance with updated protocols both MSF and MOH. If non-existent negotiate for the use of MSF medical protocols.
- Oversees the support required by the MSF medical team working in the dispensaries, health centers and community to ensure a smooth running of activities.
- Supports the PMR in compiling the monthly medical sitrep and any other reports as required.
- Supports the IPC supervisors to ensure implementation of IPC standards within the MSF supported facilities.
- Responsible for planning and consolidation of the medical team training calendar and schedules
- Coordinates and supports the medical team members’ performance to improve the medical components of the project and ensure compliance with MSF standards as well as MoH protocols.
- Support the PMR in supervising training, induction, development, and communication of the medical staff.
- Supervises MSF field pharmacy and medical equipment management. Monitors consumption and preparation of medical orders to provide drugs and medical materials at all circumstances.
- Implements the health policy for MSF staff, providing all preventive measures, structures and emergency plans and manage medical evacuation to ensure MSF staff health
- A focal person of clinical activities to support MSF facilities
MSF has been working intermittently in Tanzania since 1993, supporting MOH in a variety of areas, notably the provision of primary and secondary health care and the response to epidemics such as cholera, malaria, and HIV/AIDS. MSF’s latest intervention in the country started in May 2015 with an emergency response to a cholera outbreak affecting both the refugee and the host populations in Kigoma region. During the emergency phase MSF expanded medical and water/sanitation activities to all three refugee camps in the region.
Liwale project officially launched in December 2022, Liwale project is an integrated project supporting MoH in Community based, Primary and Secondary health care for mother and child under 5. MSF is currently supporting 7 health facilities including 4 secondary health care facilities (1 district hospital, 3 health centres) where CEmONC are offered and 3 primary health care where BEmONC are offered. This support includes facilitation for recruitment of 102 health care workers including 50 community health care workers, medical supply, empowerment of team (trainings, team management, quality of care improvement), referrals, Watsan activities and rehabilitations.
Minimum Educational Qualification:
- Essential: Medical degree/diploma (or equivalent)
- Valid medical registration or license to practice
Experience:
- At least 3 years experience in clinical practice related to diploma/degree
- Minimum 1-2 years in managerial or supervisory role within the healthcare sector
- Desirable: Previous working experience working with MSF or other NGOs
- Experience in reproductive health and sound understanding of medical protocols, guidelines and standards including those of MSF and the Ministry of Health (MoH) is an asset
Knowledge:
