Purpose of the Job 

Ensure financial accountability for all funds to ensure efficient and appropriate allocation to participants and operations of the country. To ensure timely reporting to both internal and external organs. Support stakeholder relations.

 

Duties and Responsibilities

a) Enter all transactions into the accounting system (QuickBooks); identify the proper account codes for each transaction;

b) Receive and process all invoices, expense reports and requests for payment;

c) Make payments to utilities and suppliers and maintain accounts for creditors;

d) Collect and verify timesheets, check for project codes and approvals;

e) Verify expense reports and ensure timely payment of travel advances / settlement of expenses;

f) Ensure prompt payment of consultants and casuals;

g) Own the process of billing and invoicing of clients.

h) Verify status of payments with clients and banks;

i) Ensure that petty cash is managed efficiently and controls are observed;

j) Verify petty cash vouchers and field expenses;

k) Ensure full verification and reconciliation of bank statements;

l) Assist with tax computations and tax returns for all categories of tax;

m) Work on financial and statutory reporting.

n) Act as a custodian of accounting records, ledgers, revenues and operating expenses;

o) Ensure that the preparation of the Fixed Asset Register and inventory control is done in a timely manner and that all organizational assets are accounted for.

p) Own the process of preparation of accounts and other documentation for external audit.

q) Lead the in internal audit process and ensure compliance with administrative controls.

r) Ensure all taxation and legislative requirements are complied with at all times;

s) Assist in preparation of project budgets;

t) Provide project financial reports and statements to staff as required;

u) Assist project manager in the financial management of projects;

v) Reconcile transactions to the bank statement on a weekly basis and on a monthly and quarterly basis for reporting purposes;

w) Prepare country level financial and administrative reports to the finance committee. Ensure review comments from the finance committee are resolved prior to the subsequent meeting;

x) Advise the Country director on various financial matters, including budgetary reallocation; and

y) Ensure that all staff related matters are identified, documented, escalated, and resolved in a timely manner.

 

Job Specifications

  • Actively participate in organization activities and meet program needs
  • Work on monthly revenue and expense forecasts
  • Supporting the fundraising teams with revenue forecasts and documentation of grant budgets and other donor requirements
  • Effective management of actual expenses against the budget
  • Perform bank reconciliations and ensure completeness and accuracy of financial reports
  • Compiling and filing of payment vouchers, receipts and other expense support documents for accuracy, completeness and validity of expenses
  • Ensure business continuity by backing up all financial and administrative information at the appropriate intervals
  • Ensure timely and accurate preparation of the staff payroll, deduction and remittance of statutory requirements to the various government agencies
  • Actively contribute to the financial support of the program managers, staff and the country director to ensure their wellbeing is guaranteed
  • Actively partner in forecasting, planning and interpretation of metrics of project activities
  • Conduct trainings and lead policy revisions for the organization. Shape, develop and enforce policies that support the organization without overwhelming it with bureaucracy
  • Maintained a complete, accurate and valid fixed asset register
  • Organizing and conducting board meetings in support of Country Director and Global Director of Finance and Administration
  • Prepare and conduct the annual statutory audit
  • Ensure appropriate imprest management – origination to retirement process. Maintain an imprest retirement tool for tracking purposes. Developing and and enforcing department accountabilities around recruitment and staffing, employment processing, compensation, health benefits, training and development, records management, employee relations and retention and labor relations.
  • Recommending changes and supporting the work of the Personnel Committee.
  • Supporting management and employees by providing talent management advice, counseling and decisions.
  • Maintaining knowledge of country employment legislation and ensuring compliance with national legislation pertaining to all personnel matters.
  • Communicating changes in personnel policies and other personnel procedures.
  • Assisting management in the annual review, preparation and administration of wage and salary program, job descriptions and employee evaluation process.
  • Supporting staffing by managing the document flow for hires, terminations, leaves, salary changes, special payments and ensuring that new hires have adequate workspace and office equipment.
