OCODE – Organization for Community Development is looking to recruit a highly motivated, dynamic, experienced and exceptional Tanzanian, not less than 30 years old, to fill the position of Finance and Administration Officer.
Organization for Community Development (OCODE) is a Non-Governmental Organization founded in 1999 in Temeke Dar es Salaam, Tanzania. It was registered in 2003 under the Society Ordinance Act of 1954. It complied with NGO Act of 2002 in March 2011. The vision of the Organization is ‘a caring and valued community with improved quality of life to all Tanzanians’. The mission is to build capacities of grassroots communities and facilitate them to develop to their full potential, make informed decisions and transform for development with a focus on serving the less privileged.
Currently, OCODE is implementing three programs in three municipalities of Dar es Salaam (Ilala, Kinondoni, and Temeke). Education Program supports the availability of basic school facilities, improving school infrastructure, subject knowledge and pedagogical skills development for teachers, participation of parents, improvement in school governance, and promotion of gender, child rights, nutrition, hygiene and sanitation in schools and communities. It also empowers out of school adolescent girls to become productive members of the society. The Community Livelihood Program Works to improve community financial literacy by building capacities and facilitating traditionally marginalized community social groups (mostly women and youth) to get access to financial services which are relevant to their socioeconomic needs in order to initiate and strengthen their income generating activities that in turn help raise income, support their children learning and ultimately transform their lives. The Youth Empowerment Program provides youth with a platform to meet with leaders and policymakers discuss and share important information to address youth challenges (health, education, participation, and employment). It also works to support youth (boys and girls) skills development initiatives for self-employment.
Reporting to: Director of Programs
Station: Dar es Salaam
Contract duration: 2 years with extension possibility based on performance
Main duties/Tasks
- Manage financial and administration functions
- Manage all aspects of accounting, procurement and regular audit of the Organization
- Develop/institutionalize effective internal control mechanism (financial and administrative systems) for the Organization
- Maintain a documented system of accounting policies and procedures
- Prepare and maintain all organization agreements and staff contracts
- Manage the preparation and submission of quality financial management reports (monthly, quarterly and annual) budgets and implement cash management strategies.
- Make recommendations to Director of programs on budget implementation including expenditures
- Ensure the Organization meets all its financial commitments to partner organizations
- Develop resource mobilization strategies in collaboration with other project managers
- Supervise finance and administration staff
- Prepare financial plans and reports
- Manage communications and correspondence with banks.
- Ensure proper preparation and maintenance of all financial records, including books of accounts, inventory and fixed asset records
- Ensure program expenditures are within budget and agreed requirement
- Ensure payments are made correctly and paid on time
- Ensuring accounting data is in the system
- Provide training and guidance to finance and administration teams as needed
- Ensure there are valid contracts/financial agreement and timely payment to service providers to the Organization
- Ensure bank reconciliations for all bank accounts are prepared and presented to the Director of Program for approval
- Identify and resolve financial and administrative issues
Academic qualification and years of experience
- Undergraduate studies in finance, accounting, or commerce
- Postgraduate qualifications and professional qualifications are an added advantage.
- Minimum 4 years of relevant professional experience in financial management of NGO.
- Hands on experience, at least 2 years, as a supervisor in administration in a reputable organization
Competence (skills, Knowledge, and Abilities)
- Ability to use a computer and knowledge of certain software and applications for accounting and Microsoft Excel, (Word, Spreadsheets, PowerPoint, Internet, etc.)
- Good knowledge of written and spoken English
- Interpersonal and leadership skills
- Financial analytical and report writing skills
- Ability to communicate clearly and effectively
- Proactiveness and able to take initiative
