Position: Finance & Compliance Controller
BORDA is a German NGO with offices in more than 25 countries worldwide. BORDA has been active in Tanzania since 2009 – with the aim to improve the living conditions of disadvantaged communities and to keep the environment intact through the expansion of sanitation services in the areas of decentralised sanitation, wastewater, faecal sludge, solid waste management and holistic livable city planning. We work with local governments and enterprises to improve communal planning processes, sanitary supply structures and services in cities at variety of scales and applications.
Job Summary
The Finance and Compliance Officer is a full-time position, located at the Dar es Salaam BORDA Office.
In this position, you will be responsible for all aspects relating to finance and compliance for BORDA Tanzania office, working under the direction of the Tanzania Country Director, Africa Regional Finance Manager and also BORDA Headquarters Head of Project Finance & Controlling.
You will oversee financial activities for the respective donor projects, including: budgeting, monitoring systems (e.g. expenditure tracking), statutory and legal compliance, ensuring expenditure is in line with grant requirements, financial reporting and accounting. The position is also responsible for ensuring costeffectiveness, efficient spending and for implementing and maintaining an on-site financial accounting and bookkeeping system required to assure the integrity and effective performance of financial operations.

Main responsibilities include, among others:
Budgeting and Expenditure Monitoring
- Track expenditures on a monthly basis – providing timely reports to Country Director, to ensure prevention of over/ under expenditure, monitor variances, and take actions as appropriate
- Prepare and provide required financial reports as requested by the donor, as well as monthly financial reports using WINPACCS financial software
- Oversee financial planning, budgeting, fund requests and reporting for the various donor projects
- Oversee day-to-day coordination of financial activities ensuring efficient operations and cost efficiency
- Monitor and review accurate budgets
- Follow up on activities and monitor advance balances of resources disbursed, verify availability of funds and recommend for changes in budget lines if needed
Operations, Accounting and Compliance
- Perform the financial review of purchase requests, purchase orders, and payment requests to ensure compliance with organisational policies and procedures and donors grants and contracts requirements.
- Ensure that timesheets, asset-inventory and vehicle logbook reimbursements are updated monthly and comply with donor regulations
- Maintain and administer an on-site financial accounting and bookkeeping system (WINPACCS) to assure the integrity and effective financial operations and prepare monthly reports
- Review, reconcile and monitor all project accounts, including supervision of the Accountant operating accounts and petty cash operations involving cash advances.
- Oversee project’s cash needs, payments, procurement, operation systems, policies and procedures, and consultant payments
- Ensure financial records are properly maintained and readily available for external audits
- Review the monthly salary structure before the processing of payroll
- File soft and hard copies of all relevant project documents;
- Backstop, monitor and provide training to finance staff in the areas of accounting.
- Prepare and support annual audit exercises, prepare audit follow-up plans in consultation with the Country Director and Regional Finance Manager
- Provide guidance to the team members on financial requirements and office operations in compliance with donor and BORDA Tanzania policies and procedures – notably relating to procurement, local and international travel, and maintenance of office inventory
- Be adaptable and flexible to take new tasks and new assignments as requested from time to time.

Required Qualifications and Experience
- Tanzanian national
- Relevant university degree in Finance, Accounting or equivalent is required
- Master's Degree in Finance, accounting or equivalent is an added advantage
- Fully completed accounting qualification/certification e.g. CA, ACCA, CIMA, CPA is an Added Advantage
- Minimum 8 years demonstrated experience in financial compliance, administrative or grants management
- Minimum 5 years’ experience specifically in the finance and compliance department of an international NGO, with proven knowledge of preparation of budgets and financial reports for international donor agencies
- Strong knowledge Tanzanian legal and tax and regulations, and experience dealing with the relevant agencies (e.g. TRA, NSSF)
- Excellent verbal, written, interpersonal, and presentation skills in English
- Experience supervising finance personnel
- Advanced computer skills, in MS Office Programs (particularly Excel) and ability to learn new finance software (WINPACCS)
- Experience developing and/or implementing finance and accounting policies, procedures and systems
- Excellent verbal, written, interpersonal, and presentation skills in English
