Overall Job Function:
Reporting to the Data Systems and Informatics Manager, the Health Information Systems Officer collaborates with the central technical and SI teams, regional team, and relevant stakeholders to strengthen and improve data systems to capture routine data from community- and facility-based service points. S/he will work closely with the programs and SI units to prepare requirements for mHealth and eHealth systems, follow-up on items in progress and ensure products are developed with quality and according the program needs. S/he will implement programming and capacity building to enable regional use of innovative health information systems. S/he will be responsible for liaising with technology partners to ensure program requirements are translated into useful tools.
Specific Responsibilities and Duties:
- Support programming additions and innovations to project and collaborating health facility systems as required.
- Support the use of data visualization dashboards to inform program monitoring and improvement at the regional level.
- Support development and use of electronic data collection systems to capture realtime data from community and facility.
- Build national and regional capacity to use a centralized web-based data visualization platform for real-time access to data from community and facility-based service delivery points.
- Support improvement of data systems to capture routine data from community and facility-based service points.
- Support regional teams to follow data security guidelines and activities to ensure that all data are stored and maintained in a secure and effective manner in compliance with institutional and donor requirements.
- Develop mapping tools, manuals, standard operating procedures, and training materials to build informatics competencies in regional project teams and health facility partners.
- Assist with training and supportive supervision of regional SI teams and partners.
- Liaise with national partners, regional partners, and technology partners to advance the integration of health informatics systems including mHealth and eHealth initiatives.
- Participate in monthly and quarterly project planning and evaluation meetings with corresponding CDC staff and local partners, as needed.
- Perform any other tasks as assigned by the supervisor.
Qualifications, Knowledge, and Skills
- Required Education: Bachelor’s degree or higher in data management, monitoring & evaluation, statistics, health informatics or related field; preference given to those who have experience with large-scale health projects with community- and facilitylevel components.
- Required Technical Experience: Minimum 3 years’ work experience in monitoring and evaluation of large-scale health or development projects; experience integration of data from diverse paper and electronic sources preferred. Must have:
- Demonstrated competence in frameworks and elements of informatics systems. o Familiarity with PEPFAR-funded projects and related monitoring and evaluation components such as MER indicators and DATIM. Experience with CDC-funded projects preferred.
- Excellent computer skills, at minimum in Microsoft Office, including Excel Macros and Visual Basic; familiarity with DHIS2 and other data management software systems.
- Expertise in elements of geographic information systems and data visualization software such as Power BI or Tableau.
- Ability to work independently with minimal supervision and strong problem-solving skills.
- Flexibility to work after normal working hours and on weekends with significant travel outside of duty station.
Familiarity with Tanzanian context; fluency in English and Kiswahili required
