Position Summary:

The Health Management Information Systems (HMIS) Specialist will be responsible for developing and implementing a strategic vision for electronic systems used to collect, manage, analyze, report, visualize and disseminate data collected for ICAP’s proposed project. The HMIS Specialist will oversee and participate in the creation, maintenance, and advancement of project applications and health information systems (HIS); oversee the activities of the informatics teams; and work with end users to deliver technical solutions that meet their requirements.

The position is contingent upon availability of grant funding.

Major Accountabilities:

  • Strengthen informatics capacity of the Ministry of Health (MOH) towards standardization by providing oversight in informatics capacity building activities including trainings and mentorship sessions.
  • Support the development of comprehensive functional specifications for the project’s software applications; either new applications or expansion of features of existing applications.
  • Oversee the development and implementation of monitoring and evaluation (M&E) plans for key informatics standardization documents and guidelines.
  • Work with the project team to coordinate development and implementation of national interoperability layer, shared health record and master patient registry.
  • Ensure that all specific user requirements, requested enhancements, and reported bugs are accurately captured, validated and prioritized.
  • Work with the project team to conduct release planning and to develop deployment schedules.
  • Manage user stories at a portfolio level and ensure that they are sufficiently documented with clear acceptance criteria and that they are traceable to sprint backlogs.
  • Work with the project team in specific application release planning and development of deployment schedules for the project.
  • Oversee implementation of project strategies to support change management of new systems or tools deployment.
  • Ensure that information supported systems meet prevailing standards, including security and confidentiality.
  • Oversee the development of innovative approaches to strengthening HIS (e.g., aggregate, electronic medical record, laboratory, and human resource information systems) including:
    • Design and implementation of context-specific needs assessments
    • Development and execution of roadmaps for new and/or existing HIS to support data collection, management, visualization, and use
    • Provision of technical assistance to improve HIS policy, governance and infrastructure
    • Development of strategies to increase informatics workforce capacity
    • Establishment of data security and confidentiality standards
  • Lead the design of interventions while ensuring the quality and maximum sustainability of all initiatives through effective training and capacity building programs.
  • Inform policy development to support strengthening HIS.
  • Support activities, outputs, and outcomes related to project management and administration.
  • Troubleshoot to prevent and resolve potential problems, review outputs for quality control.

Education:

Advanced degree in Computer Science, Health Informatics, Data Analytics and Visualization, Public Health or related discipline.

Experience, Skills, and Qualifications:

  • 5+ years’ experience in design and implementation of health information system in resource-limited setting.
  • Experience in sub-Saharan Africa required, experience in Tanzania strongly preferred.
  • Demonstrated experience working with SQL, HTML, Java Framework and tools, Microsoft Office Applications, PHP and database-driven website development.
  • Demonstrated experience with HIS development including developing tools that incorporate various analytic visualization methodologies such as trend charts and maps.
  • Demonstrated experience working with large, health-related datasets.
  • Demonstrated experience presenting data in a variety of tabular and visual formats.
  • Exhibit a high level of diplomacy while working with government partners at the national or regional levels in resource-constrained settings.
  • Strong familiarity and command of USG regulations and compliance.
  • Excellent English verbal and written communication skills.
