Overview

Tanzania Health Promotion Support (THPS) is an indigenous NGO established under nongovernmental organization act No 24 of 2002 in 2011. THPS works in partnership with the Ministries of Health Community Development Gender Elderly and Children (MoHCDGEC) Regional Administration and Local Governments (PORALG), Ministry of Home Affairs (MoHA) and Ministry of Health in Zanzibar. THPS’ goal is to ensure accessible high-quality health care services to Tanzanians; through strengthening of health systems.

THPS, has been awarded by CDC/PEPFAR to implement the five (5) years project AFYA HATUA (Sustain Treatment, Enrolment and HIV Prevention- STEP). Through AFYA HATUA, THPS will deliver client centered, comprehensive facility and community-based HIV prevention, care, and treatment services for general, key and vulnerable populations in Pwani, Kigoma and Shinyanga regions, and contribute to the country’s epidemic control. Based on the Government of Tanzania’s (GoT) National Multisectoral Strategic Framework (NMSF) IV, Health Sector HIV Strategic Plan (HSHSP) IV, and PEPFAR COP21 priorities, AFYA HATUA will extend best practices and lessons learned from THPS’s 10+ years of implementing HIV programs in Tanzania. THPS will partner with all LGAs in the 3 regions, faith-based health facilities, and community-based, key population (KP)-led organizations to achieve the project goals.

Location: Dar es Salaam with 50% field travel

 

Job Summary:

S/He will serve as the THPS central technical team lead for all activities related to HIV prevention & linkages within facility and community settings for general, key and vulnerable populations (KVP). These include facility and community-based HIV testing services, linkage to ART, adherence support for clients initiated on ART and PMTCT, psychosocial support for PLHIV including adolescents and children, GBV and VAC prevention services, Medical Assisted Treatment (MAT). Also, coordination of HIV care between health facilities and community-based system support. S/He will be responsible for providing technical guidance and support to the HIV Prevention & linkages Program and Field Officers and any community based sub- grantees that implement HIV Prevention & linkage services.

 

Roles and Responsibilities:

  • Provide Technical support to HIV prevention & linkages team to support HCPs, peer educators (PE) and other relevant actors in all THPS supported regions to implement protocols on HIV prevention &
  • Develop and facilitate innovative strategies to reduce treatment interruptions among PLHIV in supported sites.
  • Work with HIV prevention, linkages and QI teams to conduct periodic assessment of HIV prevention & linkages standards of care in high volume THPS supported sites.
  • Take leadership in design, training and distribution of relevant job aides and materials related to community HIV prevention &
  • Conduct supportive supervision and mentorship in collaboration with team members to HCP, PE, Lay Counselors (LC) and sub granted NGOs in HIV prevention & linkages program by applying mentorship skills and methods in order to improve quality of
  • Review scope of work, reports, plans and performance of the community HIV prevention & linkages from sub-grantees on quarterly
  • Lead the community HIV prevention & linkages regional teams to provide technical support to RHMTs, CHMTs and community
  • Maintain relationships with MOHCDGEC, R/CHMTs and faith-based organizations responsible for community services within THPS supported regions.
  • Represent THPS/ participate in national TWG/meetings on issues related to HIV prevention &
  • Strengthen multi-sectorial collaboration with Council HIV and AIDS Control Coordinators (CHACC) and other partners including linkages with community-based organizations.
  • Provide technical support in the use of national appointment and tracking systems that include mechanisms for tracking and tracing defaulters in care and treatment.
  • Provide technical support and innovations on improving referrals and follow-up of clients in the community to prevent ART treatment interruptions.
  • Work with the team to ensure enhanced adherence counselling is given to patients with high HIV viral load including to identify and address adherence related issues before the second HVL
  • Lead the HIV prevention & linkages regional teams annual work plans
  • Review and input all HIV prevention & linkages quarterly, semiannual and annual progress reports prior to submission and ensure there is programmatic explanations for results
  • Prepare periodic technical reports and monitor weekly and monthly reporting
 

Qualifications, Experience, and Skills required

  • Medical Doctor, Social Worker or Nurse with a degree from recognized Postgraduate training will be an added advantage.
  • At least three years’ working experience in donor funded HIV
  • Familiarity with National, Regional, and district level health care programs in
  • Ability to work independently.
  • Strong problem solving
  • Fluent in English and Swahili with good verbal and written communication
  • Excellent computer skills on Ms. Word, powerpoint and
