Job Position: LIVELIHOODS RESTORATION LEAD
Job Description
Qualification required: Degree in Social Science, Anthropology, Environmental Science/Management, Environmental Engineering or related discipline.
Minimum experience: 15-20 years of professional experience in working with extractive industry within rural communities.
Professional experience in Land Acquisition, Resettlement Implementation and Livelihoods Restoration id required. East Africa experience is required.
Accountabilities: Responsible to ensure that the forenamed livelihood restoration components are completed in the required schedule.

Responsibilities:
Overall the Livelihoods Restoration Lead will manage the Livelihoods Restoration team comprising a Land Engagement Coordinator, and three Livelihoods Restoration Coordinators and provide oversight of the livelihoods restoration component of the RAP implementation. The Livelihoods Restoration Plan will be implemented by one or more Livelihoods Contractors, but some activities may be driven by the organization team. The Livelihoods Restoration Lead will:
- • Organize and plan the activities for the Livelihoods Restoration team including setting objectives, main activities, field deployments, and ensuring appropriate reporting.
- • Coordinate the activities of the Livelihoods Restoration team with the Compensation Agreements and Payments team to ensure that eligible PAPs get the suitable replacement land and assist them to secure Certificate of Right of Occupancy (CROO) and the required livelihoods support at the right time during the displacement process.
- • Lead the engagement with the GoT Officials on all matters related to livelihoods restoration. The Livelihoods Restoration Lead will work with the Land Engagement Coordinator, Community Relations Coordinators (CRCs) and Community Liaison Officers (CLOs) in all livelihood’s engagement at the Regional, District, Ward, and Village level and with the PAPs.
- • Ensure that all data and documents related to the transfer of Right of Occupancy (ROO) have been properly recorded and deposited in the Project Data System.
- • Coordinate with the Replacement Housing team to ensure that replacement housing construction is aligned with the temporary accommodation and transitional livelihoods process. The Livelihoods Restoration Lead will ensure that any schedule impacts associated with the replacement housing construction process are mitigated and PAPs are not unduly impacted.
- • Interface with the Legal Advisor to ensure that all mandatory legal processes linked to this scope are successfully completed Lead procurement of the Livelihoods Contractor(s) (NGOs or other suitable implementation partners) to implement Livelihoods Restoration-.
- • Work with the Livelihoods Team and the selected Livelihoods Contractor (s) and their nominated partners (NGOs, CBOs etc) to ensure the disclosure of the LRP to the affected PAPs and integration of PAP feedback into the final LRP and launching of the Livelihoods Restoration programme implementation.
- • Develop detailed designs of the livelihood’s restoration interventions for eligible PAPs and ensure eligible PAPs receive appropriate support to select appropriate livelihood improvement programmes.
- • Identify any current practices used by PAPs (such as irrigation and rainwater harvesting for food security especially during prolonged draught seasons) that can be improved upon, work with Livelihoods Contractors to develop pilot projects to demonstrate new techniques, plants varieties, or infrastructure.
- • Review all the Livelihoods Restoration Programmes to ensure that the proposed livelihood interventions meet the IFC standards for livelihoods restoration, are sustainable and will provide support to the PAPs to restore and or improve their livelihood.
- • Ensure that adequate transitional support is provided to all eligible PAPs to replenish their seed stock for planting which may be converted to food during the transition.
- • Ensure that PAPs receiving replacement land for agriculture get support for land preparation at the right time so that the replacement land is ready for planting and will be suitable for the crops to grown.
- • Lead the development of the Evaluation and Monitoring processes. The Livelihoods Restoration Lead will manage the Internal Evaluation and Monitoring process and provide the required support to the External Evaluation and Monitoring process.
- • Work with the Livelihoods Contractor(s) conduct monitoring of the Livelihoods Programme implementation and implement corrective measures based on the findings.
Requirements:
- • Excellent communication skills with a proven ability to develop and maintain good relations with stakeholders including government authorities, local communities, industry, CSOs/NGOs and international organizations, negotiation, conflict management skills.
- • Proven ability to work independently and meet deadlines.
- • Proven ability to manage Contractors preferred.
- • Excellent computer, report writing, and analytical skills required.
- • Fluency in English (written and spoken) required, additional languages a plus
