Job Position: LIVELIHOODS RESTORATION COORDINATOR
Job Description
Qualification required: Degree in Social Science, Anthropology, Environmental Science/Management, Environmental Engineering or related discipline.
Minimum experience: 15-20 years of professional experience in working with extractive industry within rural communities.
Professional experience in Land Acquisition, Resettlement Implementation and Livelihoods Restoration id required. East Africa experience is required.
Accountabilities: Responsible to ensure that the forenamed livelihood restoration components are completed in the required schedule.

Accountabilities: Responsible to ensure that the forenamed livelihood restoration components are completed in the required schedule.
Responsibilities:
- Develop and implement Livelihoods Restoration activities including field deployments, supporting implementation partners and reporting according to the LRP.
- Develop and implement Vulnerable Peoples support activities including field deployments, supporting implementation partners and reporting according to the VPP.
- Procure external agencies to implement the LRP and VPP if required (e.g. Terms of Reference/Scope of Work etc.)
- Engage with stakeholders, affected PAPs and communities and disclose the LRP and VPP.
- Develop the LRP monitoring and evaluation plan and procure external agencies (NGOs or other suitable implementation partners) to implement Livelihoods Restoration monitoring process
- Interface with the Legal Advisor to ensure that all mandatory legal processes linked to this scope; are successfully completed.
- Ensure that all data and documents related to the transfer of Right of Occupancy (ROO) of replacement land plots has been properly recorded and deposited into the Project Data System
- Ensure that the PAPs are allocated replacement land that has the capability to support the LRP activity they have selected and any mitigation measures required included in the land preparation package.
- Confirm the suitability of the identified replacement land for the proposed livelihoods programmes
- Identify and procure experienced organization capable of undertaking and managing relevant studies, and work with the Livelihoods Restoration contractors to implement any improvements and recommendations
- Develop a land preparation plan for all replacement land; identify and procure suitable contractors to ensure that the replacement land is adequately prepared and ready for planting at the beginning of the planting season.
Work with the Livelihoods Restoration Lead and support Contractor to - Determine the appropriate transitional support package for each eligible PAP based on the transitional entitlements outlined in the RAP.
- Identify appropriate suppliers and work out the distribution and all the required logistics to ensure that the PAPs receive the support at the appropriate time.
- Ensure that any schedule impacts associated with the Replacement Housing Construction process are translated into mitigation impacts to ensure that Physically displaced PAP’s are not unduly impacted
- Identify individuals or groups of individuals who are vulnerable and are unable to access and or benefit equally from the Compensation Payment and Livelihoods Support programmes, including those individuals who are potentially vulnerable.
- Ensure that all vulnerable PAPs identified a given supplementary support through the Vulnerable Peoples Programme to enable them to access the LRP.
- Maintain and update a Vulnerable Peoples watch list
Work with the Land Engagement Coordinator and Land CLOs to coordinate all livelihoods restoration engagement including grievances management and engagement.
Requirements:
- Excellent communication skills with a proven ability to develop and maintain good relations with stakeholders including government authorities, local communities, industry, CSOs/NGOs and international organizations, negotiation, conflict management skills.
- Proven ability to work independently and meet deadlines.
- Proven ability to manage Contractors preferred.
- Excellent computer, report writing and analytical skills required.
- Fluency in English (written and spoken) required, additional languages a plus
