Background

The UN Capital Development Fund (UNCDF) assists developing countries in economic development. UNCDF's vision is to mobilize capital flows for impactful investments addressing development challenges. It uses grants, loans, and guarantees to crowd-in finance, focusing on the most pressing needs and supporting the 2030 Agenda for Sustainable Development.

UNCDF works as a hybrid development organization and development finance institution. It provides technical and financial advisory services, designs financial structuring solutions, undertakes financial derisking, and enhances investment readiness. It focuses on six priority areas:

  • Sub-national and local infrastructure financing
  • Women-owned enterprise financing
  • Nature and climate financing
  • Energy and decarbonization finance
  • Sustainable food systems financing
  • Inclusive digital finance

UNCDF's organizational setup includes an Investment and Implementation Division (IID), Investment and Finance Oversight Division (IFOD), Operations and Oversight Division (OOD), and a Directorate of the Executive Office. Staff are located in regional hubs in Dakar, Nairobi, and Bangkok.

The Local Climate Adaptive Living (LoCAL) Facility, established by UNCDF, promotes climate change-resilient communities. It channels climate finance for locally-led investments in vulnerable countries. LoCAL aims to integrate climate change into local authorities' planning, increase awareness and capacities, and improve local investments addressing climate change. It combines performance-based climate resilience grants (PBCRGs) with technical and capacity-building support.

LoCAL-Tanzania

In Tanzania, LoCAL is piloted by three local government authorities in the Dodoma region, potentially benefiting over 800,000 people. It's aligned with Tanzania's climate change strategy, NDCs, the National Adaptation Plan, and related frameworks. The LoCAL mechanism is expected to scale up to additional districts in 2024.

Duties and Responsibilities

1. Programme Management

  • Provide effective programme supervision, implementation, monitoring, evaluation, reporting, and completion activities.
  • Build partnerships with national counterparts and development partners.
  • Ensure coordination with other climate-related projects.
  • Coordinate monitoring and evaluation systems.
  • Prepare and submit technical and financial reports.
  • Ensure successful implementation of the performance-based country mechanism (LoCAL).

2. Effective Team Management

  • Coordinate and plan HR needs.
  • Provide strategic and technical direction to supervisees.
  • Role-model UN values.
  • Ensure effective performance management of supervisees.
  • Coordinate with supervisees to ensure their safety, security, health, and well-being.

3. Policy, Regulatory, and Technical Advice

  • Provide policy, regulatory, and technical advice to government counterparts.
  • Provide technical assistance and guidance to country programs.
  • Identify and source technical expertise.
  • Lead technical dialogue and provide advisory services.

4. Knowledge Management and Communication

  • Identify knowledge constraints and organize learning and knowledge exchange.
  • Prepare written outputs and knowledge products.
  • Oversee implementation of the Communication and Visibility Plan.
  • Identify, collect, and disseminate best practices.
  • Manage the process of convening stakeholders to share lessons learned.

5. Networking and Partnership Building

  • Serve as the UNCDF LoCAL focal point in working groups.
  • Lead resource mobilization efforts.
  • Ensure partnership building for effective UNCDF/LoCAL positioning.
  • Ensure close collaboration with the UN system and identify opportunities for collaboration.

The incumbent performs other duties as deemed necessary.

Institutional Arrangement

The Climate Finance Specialist will report to the Management Specialist and collaborate with the LoCAL global Facility and UNCDF colleagues. The position will supervise national officers, field officers, and drivers.
