General Description

Seeking candidate for the position of Logistics Advisor for VectorWorks Tanzania, a USAID/President’s Malaria Initiative-funded public health program managed by Johns Hopkins Center for Communication Programs. The successful candidate will be based in Dar es Salaam and responsible for providing assistance to the director of field implementation for the effective implementation and quality assurance of a large malaria prevention and control program.

The program encompasses ITN distribution, policy, advocacy and operation research. The primary responsibility of the Logistics Advisor is to provide support in the effective implementation, of ITN distribution through health facilities by providing technical assistance to the National Malaria Control Programme(NMCP) and Medical Stores Department(MSD). The position requires strong technical and logistics skills, extensive knowledge of the Ministry of Health, Community Development, Gender, Elderly and Children (MoHXDGEC) in mainland Tanzania and of the Medical Stores Department(MSD), a high level of independent action, as well as strong management skills. Candidate for this position is expected to be a fast starter and therefore conversant with MoHXDGEC health information and logistics systems.

Specific Duties include

·         Provide technical Assistance to Central Medical Stores Department(MSD) at all levels to ensure smooth distribution of ITNs to all health facilities in Tanzania.

·         Engage with the MSD at national and zonal levels and logistics management unit officers and strengthen  their capacity in supply chain systems and coordination efforts to improve commodity/ITNs distribution and accountability

·         Develop and strengthen the oversight systems and procedures to improve management and functionality of the ITN supply chain and health facility-based distribution by ensuring accountability and fraud mitigation processes are established and function properly

·         Mentor key counterparts and NMCP and MSD and strengthen their capacity in using of key health and logistics information systems in planning, implementation, and monitoring of ITN distribution to health facilities.

·         Analyze logistics and supply chain systems needs for ITN continuous distribution and develop technical assistance strategies and plans that address identified needs

·         Work with VectorWorks M&E team to regularly assess the performance of ITN supply chain systems and health facility-based ITN distribution

·         Extensive travels within Tanzania to support MSD zones are expected in this position.

·         Masters degree in health or social sciences or a related advanced degree. An advanced degree in pharmacy, logistics or health informatics is preferred

·         Proven experience in managing public health programs or projects in developing country context, with not less than three years or more senior management strongly desired

·         Extensive experience in setting up sound and rigorous systems and procedures for effective management, and strong training and/or education skills

·         Experience with capacity building for supply-chain management and logistics

·         Experience with systems for accountability and mitigation of fraud

·         Solid understanding of current MSD and MoHSW supply chain systems and monitoring information systems

·         Demonstrate strong analytical and problem-solving skills, and strong management and technical skills with ability to oversee and motivate staff for sound, effective, results-based programming

·         Previous experience working with USAID-funded projects and familiarity with USAID policies and reporting procedures

·         Ability to work independently in fast-paced dynamic environment and manage implementation of projects

·         Excellent written, oral communication and interpersonal skills with the professional networks and diplomatic and negotiation skills with professional networks and diplomatic and negotiation skills essential for collaborating and coordinating with a range of stakeholders

·         Proficiency with MS Word, Excel, MS PowerPoint, and other standard software

Preferred Qualifications

Previous project management experience and experience in logistics/supply chain

Public health commodities management desirable
