Position: MAE Manager

Job Summary:
The Monitoring and Evaluation Manager shall lead the implementation and maintenance of a Monitoring and Evaluation (MAE) system that allows for capturing and reporting program progress in achieving results The M&L Manager shall lake the leadership role of delegating, directing, vision giving, and motivating the team. He/she shall be responsible for build The capacity of MAE stall and technical staff to support improved program results, for designing and implementing The Performance Monitoring Evaluation and Learning Plan (MELP). developing MAE annual work plan and ensure its implementation. This entails creating data collection tools and processes, coordinating all data collection, including project monitoring and annual surveys, processing and analysis; data validation and quality assurance of the existing MAE systems, data reporting, ensuring data quality and completeness; and providing routine reports on the data to the Chief of Party.
Key Responsibilities:
- Provide accurate measurement of achievement towards project’s objectives.
- Identify any divergence from expected results at early stages so that stakeholders can use data in a timely manner to guide programmatic decisions
- Monitor accessibility of project interventions and benefits to all sectors of the target population
- Ensure coordination among partners and stakeholders by managing the MEL plan and conducting internal project reviews for reflection as well as collaborative planning
- Contribute to the design and implementation of a comprehensive, efficient and effective MAE training and capacity-building program for Nafaka MAE and technical program staff.
- Ensure timely collection and submission of data, verification, and validation of the data, before it is stored, analyzed and shared to relevant management levels to enable them to make decisions or take relevant actions.
- Develop MAE annual work plan and MAE tools for data collection and tests instruments tor data collection with the technical team in the field
- Tracks and analyzes project indicators and other relevant project data and prepare high quality and timely reports using the required formats and communication channels
- Preparation of monthly, quarterly and annual monitoring and evaluation reports (only quantitative), and additional reports as requested by management.
- Conduct spot checks in the field to ensure that data collected from the field have the required level of data quality and validity as well as capacity building for field staff.
- Liaises with the Nafaka program/technical team on the MAE approach and data collection protocols, strategy and program support in consultation with the Director of CLA.
Qualifications and Experience:
- Degree in Agriculture, economics, social sciences or another relevant field
- Proven three years of knowledge and experience of MAE Functions
- Experience and ability to create Monitoring. Evaluation and Learning tools
- Experience and ability to create ICT tools for Mobile data collection using Open Data Kit (ODK) or KoBO toolbox is preferred
- Experience and ability of data analysis using three of the following statistical software including SPSS. STATA. Power Bl. Power View and/or Power Pivot
- Experience and ability to conduct Data Quality assessment
- Experience and ability to develop the evaluation methodology
- Knowledge/experience/ ability of quantitative sampling techniques, design a quantitative sampling strategy, calculate sample size, compile sampling frame and draw samples and design quantitative questionnaires.
- Ability to map coordinates using mapping software
- Experience with MS Office and SharePoint are strongly preferred
- Ability to interact with community people and local government staff at lower level
- High level of English, both spoken and written English, strong communication and interpersonal skills.
