This position is for the Tuungane project in western Tanzania and is based in Kigoma town. This project is in partnership with Pathfinder International and focuses on healthier fisheries, healthier forests, and healthier families. The Monitoring and Evaluation (M&E) Officer, Tuungane Project will manage and maintain a project monitoring database, provide support to Conservancy staff and partners on monitoring data collection, and produce periodic monitoring reports. The M&E Officer will also support periodic project evaluations.

The M&E Officer leads the project’s monitoring efforts. The position also organizes and supervises the data collection of project indicators, inputs the data into the monitoring database, organizes periodic community feedback forums in project villages, analyzes the monitoring data, finds the explanation for variations in the data, produces quarterly monitoring reports, documents lessons learned and success stories, and reports back to the data collectors on the results at least twice a year. The M&E Officer also helps organize and supports data collection for project evaluations.

•  Works with village data collection partners and has the ability to motivate, lead, set objectives and manage performance, including resolve conflicts.
•  Develop and manage monitoring work plans and the monitoring budget.
•  May negotiate and contract with local data collectors.
•  Ensures integrity of both data collection and data management relating to project progress reporting. 
•  Under limited supervision, acts independently, resolve complex issues within the program area and acts as a resource to others.
•  Designs, implements and directs complex and diverse projects, encompassing multiple programs and coordinating the work of other professionals inside and outside the organization.            
•  Incorporates cross-disciplinary knowledge to support program objectives and documents success stories and lessons learned.

• MS or BS degree and certification in the related field and 5 years related experience, or equivalent combination of education and experience.
• Bilingual in Kiswahili and English (speaking, reading and writing).
• Experience using DHIS2 for project monitoring.
• Experience writing project progress reports.
• Experience working in the Kigoma Region of Tanzania.
• Willing to live and work in Kigoma, Tanzania.
• Experience using GIS-based results monitoring.
• Experience in managing and supervising a data collection team.

DESIRED QUALIFICATIONS

• Experience in interpretation of data.
• Experience in donor reporting requirements.
• Knowledge of REDD+ projects.
• Knowledge of current trends and practices in project monitoring.
