About DAI and the Feed the Future Tanzania Advancing Youth! Project
DAI, a global consulting firm headquartered in Washington, DC, USA seeks a communication expert for the USAID funded. Feed the Future Tanzania Advancing Youth project which aims to use positive youth development approaches to empower rural Tanzanian youth. The Feed the Future Tanzania Advancing Youth Activity is a five-year initiative (August 2017-August 2022) funded by the United States Agency for International Development (USAID) DAI is the prime implementer and is supported by contractors SNV, responsible for the Livelihoods component. Pathfinder International, tasked with Healthy Life Skills component, and KhangaRue Media, focused on media content development.
Feed the Future Tanzania Advancing Youth was created to harness and link youth to agribusiness opportunities in the Southern Agriculture Growth Corridor investments. The project covers Iringa and Mbeya regions in the mainland, and both Unguja and Pemba in Zanzibar. The project’s goal is to increase economic opportunities for rural young people between the ages of 15 and 35. The activity is dedicated to building youth entrepreneurship, leadership, and workforce-readiness skills and empower youth to become leaders in their communities by connecting them to opportunities promoting employment, wellbeing and leadership. The activity will achieve this by:
- Increasing entrepreneurship and workforce readiness skills among i youth. (IR1)
- Strengthening leadership and positive youth development. (IR 2)
- Enhancing life skills for healthy living and future planning. (IR 3)
Position Details
Job Title Monitoring, Evaluation and Learning (MEL) Officer
Reporting to: MEL Manager
Location: Mbeya (1) post and Zanzibar (1) post
Duties and Responsibilities
- Support the MEL Manager in the development of effective M&E tools that can be implemented by field staff and partners.
- Review and maintain the project’s monitoring and evaluation plan, based on the projects document log frames and indicators. This will include following:
- Identify sources of data, collection methods, who collects data, how often, cost of collection and who analyzes it.
- Develop criteria and evaluation scheme for the project impact, benefit and sustainability.
- Oversee and execute M&E activities included in the Annual Work Plan, with focus on results and impacts. This will include the following:
- Design the framework for the physical and process monitoring of project activities
- Promote a result-based approach for monitoring and evaluation, emphasizing results and impacts.
- Prepare consolidated progress reports for project management including identification of problems, causes of potential bottlenecks in project implementation, and providing specific recommendations.
- Check that monitoring data are discussed in the appropriate forum and in a timely fashion in terms of implications for future action.
- Facilitate, act as resource person, and join if required any external supervision and evaluation missions.
- Identify areas for program improvement based on data collected and report back to COP/DCOP and M&E Manager.
- Ensure data quality through regular data quality assessment visits to LIPs/sub-grantees and beneficiaries
- Promote learning and the use of data to improve YEEA and Producing qualitative and quantitative reports.
- Monitor and track all project indicators throughout the life of the project
- Providing capacity building to sub-grantees regarding implemented project activities
- Any other duties as assigned by Supervisor.
Qualifications and Education Requirements:
- Education: Bachelor or Master’s degree in a development field, social science, economics, or relevant discipline.
- Prior Work Experience: Minimum of five years of progressively responsible professional experience in a performance monitoring and/or evaluation role with an international development organization.
- Language Proficiency: Fluent in English and Kiswahili
- Job Knowledge: Demonstrated ability in data analysis, project design, monitoring, and evaluation of development activities. Experience developing results frameworks, logical frameworks, or similar tools for project design is required. Experience developing and/or using performance management plans or similar tools is required. Demonstrated knowledge of and experience in monitoring and evaluating programs—including indicator development, study design, and data analysis—in multiple sectors.
- Experience using mobile data collection tools such as; ODK, Survey CTO, Kobo Collect etc
- Experience in computer applications for data analysis such as SPSS, Stata, Ms-Excel etc
- Excellent analytical skills and the ability to summarize disparate information in a clear and concise manner
- Excellent research and data collection methodology skills
- Ability to create organizational work plans based on higher-level goals
- Skills in supporting staff with a variety of levels of knowledge and capabilities
- Ability to work independently to efficiently meet deadlines
- Oral and written communication skills to deal effectively with local implementing partners
- Excellent computer skills, including word processing, spreadsheet programs, and database management
