The ME&R Program Quality Manager leads the EngenderHealth Tanzania, monitoring, evaluation and research systems. S/he develops and implements the ME&R plan to ensure that programs and projects are performed as planned to bring about the desired impact through monitoring, evaluation, research and documenting lessons learned. The Manager works with ME&R team (HQ and country-based), technical and field-based teams to ensure that high-quality ME&R practices are included in country-based activities and work plans, that indicators and ME&R plans conform to EngenderHealth and donor standards and protocols, and that evidence, lessons learned and best practices are appropriately captured, documented, and disseminated with multiple constituencies through strategic communication channels. S/he will participate actively in defining EngenderHealth Tanzania’s research agenda and lead the design and implementation of research and evaluation studies.
The Monitoring, Evaluation and Research Manager is responsible for ensuring proper design and management of a fully functional aggregate health information system using DHIS2 that captures all donor and EH-required indicators. The MER Manager will support e-data collation; support data quality assurance process by instituting quality checks in the e-system used; ensure proper data storage and accessibility. S/he will also support data management of field offices by building the capacity of field MER officers and maintenance of the electronic aggregate database. The Manager will work closely with the MEL East Africa Regional Advisor and Country Representative on all tasks.
RESPONSIBILITIES:
Management and Capacity Building
- Provide ME&R support towards implementation of the EHT Country Strategy and Implementation Plan, including the EHT Knowledge Management Strategy;
- Manage ME&R staff across all EHT Projects;
- Identify capacity building needs, and develop ME&R technical capacity of staff from all EHT Projects and MOHCDGEC with at least 12 structured capacity building activities per year
- Manage a pool of ME&R staff to participate in the development of proposals and review and approve ME&R components of all proposals;
- Collaborate with Program Staff on the development of annual work plans for all EHT Projects, ensuring ME&R activities/studies and staff are included and budgeted for adequately in all projects;
- Serve as the senior EHT ME&R representative in various forums, including technical working groups and task forces;
- Identify needs for and coordinate ME&R technical assistance, from EH internal resource persons, consultants or other institutions.
Monitoring and Evaluation
- Provide technical review and approval for M&E plans for all EHT Projects, ensuring that they adhere to organizational reporting and donor requirements;
- In collaboration with local database specialists and programs and IT teams, ensure the development and maintenance of quality databases for all EHT Projects;
- In collaboration with ME&R and programs staff, ensure accurate data is regularly entered into organizational and project databases
- Design a mechanism and support program managers to improve the use of data for decision making
- Oversee and conduct timely analysis and provision of timely data to monitoring progress and deliverables
- Oversee and provide the necessary leadership for routine evaluation activities of projects and EH-Tanzania programs
Research
- Independently lead the design and implementation of research and evaluation studies for key interventions and initiatives
- Oversee and manage all consultants, data collection, and data analysis
- Provide technical and ethical input, review and sign off for study protocols for all EH-Tanzania projects prior to submission to EH-Tanzania country representation and EH HQ.
- Collaborate with the EHT project and clinical staff to design, implement as appropriate, and analyze practical research studies to measure the impact of interventions and assess result information not captured through the routine monitoring system
- Oversee local IRB submissions for all study protocols in accordance with local laws and regulations;
- In collaboration with the EHT team, lead the writing of at least 2 manuscripts for publication and submission of 5 abstracts per year
Reporting
- Ensure timely submission of monthly, quarterly and annual EngenderHealth/HQ indicator reporting for all EHT Projects;
- In collaboration with programs staff, ensure timely submission of quality donor reports for all EHT Projects;
- Work with other EHT and EH/HQ staff to document lessons learned, best practices and success stories, including publication of technical briefs and other products (at least 4 per year)
REQUIREMENTS:
Must possess the following requirements with or without a reasonable accommodation.
- A master’s degree in epidemiology, biostatistics, public health or a related discipline
- At least 7 years of demonstrated experience designing, and implementing knowledge management, monitoring, evaluation and research activities for public health programs in Tanzania
- Experience with the development of knowledge management strategies, approaches/tools, especially in public health strongly desired.
- Experience in overseeing the development and implementation of M&E work plans, donor reports, and M&E activities including program monitoring and use of data for decision-making.
- Experience in the design, implementation, and reporting of research and evaluation studies (qualitative and quantitative)
- A successful track record in supporting proposal development.
- Excellent understanding of monitoring and evaluation methodologies for Sexual and Reproductive Health rights, Family Planning, Gender and HIV/AIDS
- Knowledge of M&E issues related to improvements in quality integrated health services and support programs, particularly programs focusing on Sexual and Reproductive Health rights, family Planning, Gender and HIV/AIDS
- The track record of knowledge management and organizational learning
- Experience with DQA, identifying data trends and communicating this information to allow for changes in program implementation
- Proven experience on performing quantitative and qualitative analysis
