BACKGROUND
The cross-border areas between Burundi and Tanzania constitutes a source of instability in the Great Lakes region due to the detrimental effects of forced displacement. The heightened dangers result from the continued situation of instability in Burundi and deteriorating situation in and around the overcrowded refugee camps in Tanzania. Therefore, this project aims to promote concrete cross-border, human rights-based and multi-agency approaches to peacebuilding in line with Pillar 3 (mobility) and Pillar 6 (justice and conflict prevention) of the Great Lake Regional Strategic Framework in addressing the adverse effects of displacement on peacebuilding in cross-border areas between Burundi and Tanzania. The project is being implemented by three agencies – UNDP, UNHCR and IOM in Burundi and Tanzania. UNDP Tanzania is focusing on Output 3.2 Community-based conflict resolutions mechanisms are developed and strengthened in places of refuge, which has the following activities:

Undertaking a gap analysis, including capacity mapping of CSOs / CBOs and local community leaders, including representatives of women and youth in conflict prevention and resolution.
Collecting data of local partners involved in conflict prevention to ensure that there is reliable conflict analysis in places of refuge and return areas along the borders
Developing toolkits/ training curriculums to train local peace and development actors (paralegals, CSOs etc.) in cross-border areas of return on either side of the border

DUTIES AND RESPONSIBILITIES

  • Under the overall supervision and strategic guidance of the Community Dialogue Specialist and the National Project Officer will be responsible for:
  • Ensuring delivery and reporting of project results; promoting effective and efficient management of the project through result-based work plans.
  • Responsible for the day-to-day implementation of the activities according to the Project Document and approved Project Work Plans in the assigned target area
  • Help strengthen, through training and knowledge networking, the capacity of UNDP, the UN, and key national partners, in conflict analysis, conflict sensitive approaches and peacebuilding.
  • Assist with the development of dedicated initiatives that support women’s networks, youth and leadership in peacebuilding and conflict prevention.
  • Help develop strategic partnerships with all stakeholders in the area of dialogues and conflict prevention/reconciliation.
  • Plan and facilitate multi-stakeholder project events, dialogue, meetings.
  • Help develop ToT training strategies, approaches, and methodologies
  • Supports the preparation and submission of high-quality work plans and reports.
  • Supports the establishment and regular monitoring of the project M&E framework, risk log, issues log, and quality log; and the preparation of audits, annual reviews, mid-term and final evaluations
  • Ensures the mainstreaming of relevant issues such as Gender, Human Rights, etc.
  • Ensures the compliance of project implementation with UNDP rules, regulations and policies
  • Coordinates and collaborates with other UN agencies, as well as other responsible partners under the project to link and harmonize approaches and promote innovations and lessons in achievements of common results
  • Develops and strengthens links with local, regional and international partners to promote the activities

REQUIRED SKILLS AND EXPERIENCE

  • At least 5 years of professional experience in development or related field preferably including experience in the area of conflict prevention and/or peacebuilding.
  • Training skills and knowledge of Training of Trainers methodology
  • Experience in establishing and maintaining inter-organizational partnerships and networks at operational level.
  • Knowledge of the local area is a strong asset.
  • Prior knowledge of the UN and UNDP preferable.
  • Excellent analytical, communication, writing and presentation skills.
  • Computer literacy in Microsoft Office and social media applications.
