Overview

Tanzania Health Promotion Support (THPS) is an indigenous NGO established under nongovernmental organization act No 24 of 2002 in 2011. THPS works in partnership with the Ministries of Health Community Development Gender Elderly and Children (MoHCDGEC) Regional Administration and Local Governments (PORALG), Ministry of Home Affairs (MoHA) and Ministry of Health in Zanzibar. THPS’ goal is to ensure accessible high-quality health care services to Tanzanians; through the strengthening of health systems.

THPS, has been awarded by CDC/PEPFAR to implement the five (5) years project AFYA HATUA (Sustain Treatment, Enrolment and HIV Prevention- STEP). Through AFYA HATUA, THPS will deliver client-centered, comprehensive facility and community-based HIV prevention, care, and treatment services for general, key, and vulnerable populations in Pwani, Kigoma, and Shinyanga regions, and contribute to the country’s epidemic control. Based on the Government of Tanzania’s (GoT) National Multisectoral Strategic Framework (NMSF) IV, Health Sector HIV Strategic Plan (HSHSP) IV, and PEPFAR COP21 priorities, AFYA HATUA will extend best practices and lessons learned from THPS’s 10+ years of implementing HIV programs in Tanzania. THPS will partner with all LGAs in the 3 regions, faith-based health facilities, and community-based, key population (KP)-led organizations to achieve the project goals.

Position Title: Paediatrics and Adolescent Field Officer (3 Positions)

Reports to: Regional Program Manager

Location: Pwani, Kigoma and Shinyanga with 90% field travel

Job Summary:

The Pediatric and Adolescent field officer will oversee and coordinate the implementation of pediatric HIV services in the district, including a combination prevention package of evidence-supported biomedical, behavioral and structural interventions to in schools and out-of-school adolescents and youth ages 10-24 years to reduce their vulnerability to HIV. Specifically, S/He will be responsible for coordinating pediatric HIV activities in the district across all indicators. In addition, designing and providing technical oversight of activities at the community level, which increase health-seeking behaviors, reduce vulnerability and increase HIV testing, linkage to care and treatment continuity among Pediatric, Adolescent and youth in supported communities. Additionally, ensuring all activities are implemented in line with GoT, and PEPFAR standards in supported health facilities

Roles and Responsibilities:

• Oversee implementation of pediatric and adolescent HIV SOPs for improving and advancing pediatric and adolescent HIV services in the
• Provide ongoing site support to health care providers in pediatric and adolescent HIV services throughout the cascade within facility and community
• Work with district teams to implement innovative, data driven and quality pediatric and adolescent HIV care and treatment services.
• Identify and implement targeted capacity building, supportive supervision, mentoring, activities of pediatric and adolescent HIV interventions in the
• Work with the district and facility data officers in real time, weekly, and monthly analysis and reporting of pediatric and adolescent HIV district program data and recommend innovations for addressing identified
• Coordinate with District Manager to ensure pediatric and adolescent HIV activities are standardized and contribute to increased pediatric identification, enrollment and retention in HIV care and
• Work as part of the multi-disciplinary technical team to provide site support to district teams in ensuring linkages between PMTCT, EID, TB/HIV and pediatric and adolescent HIV services.
• Provide oversight of pediatric and adolescent HIV clubs within the district including the roll-out of a package of HIV prevention, care and treatment services reaching adolescents and youth ages 10-24 years including health service demand creation activities, HIV testing and counseling, linkage to care, referral for family planning, creation of safe spaces and expanded access to adolescent-friendly health services; and GBV
• Implement use of a vulnerability index to understand risks of adolescent and youth; utilize mapping tools to understand HIV acquisition among this
• Lead efforts to strengthen quality of demand creation and service provision for pediatric and adolescent and
• Train and build capacity of adolescent peer educators to provide health education, demand creation and role models for increased uptake of health service.
• Lead formation of community adolescent groups to bring adolescents and youth together for psychosocial support and health education.
• Implement gender-sensitive youth-focused strategies and promote equitably

Qualifications, Experience & Skills required:

• Degree in medicine or equivalent from a recognized university
• At least three years’ experience, knowledge, and skills in implementing PEPFAR supported paediatric and adolescent HIV programs
• Ability to work under minimum supervision
• Excellent written and oral communication skills in English and Kiswahili
• Basic computer skills in Microsoft Word, PowerPoint, and excel
