JOB SUMMARY

Responsible for assisting procurement of goods, transport, subcontracted works and services at the country level.

JOB RESPONSIBILITIES

  • Assist in all procurement of goods, transport, subcontracted works and services at the country level.
  • Support all procurement process in accordance with MTI and donor policies and procedures, in a transparent, accountable, efficient, timely and cost-effective manner, negotiating prices and proposing new suppliers to be validated.
  • Liaise with the Logistics officer in planning of transportation for goods and services procured country level.
  • Submit and collect quotations and tenders following MTI and donor policies.
  • Assist in tracking vendor contracts and work closely with user departments to ensure effective and efficient implementation; support timely vendor payment by submitting all required documentation in accordance with schedules.
  • Complete and file all procurement documents appropriately.
  • Support that local market surveys are regularly conducted to gain full knowledge of the availability and price of local items.
  • Coordinate the disposal of commodities are in line with applicable licenses and are properly documented.
  • Receive invoices and prepare payment vouchers and submit to finance.
  • Assist with the provision of guidance to colleagues on procurement matters.
  • Support safeguarding of program participants and employees through promoting an environment of awareness and upholding the code of conduct provisions of Medical Teams Protection from Sexual Exploitation & Abuse, Child & Vulnerable Adult protection, and harassment-free workplace policies. Incumbents will remain alert and responsive to any child and adult safeguarding risks, acquire relevant knowledge and skills which will enable you to promote strong safeguarding practices, understand the child and adult safeguarding policy and procedures, and conduct yourself in a manner consistent with the Safeguarding code of conduct and behavior expectations.
  • Other duties as assigned.

EDUCATION, LICENSES, & CERTIFICATIONS

  • Diploma in Procurement & Logistics, Supply Chain Management, Business Administration, or related field is required.
  • Bachelor’s Degree in Procurement & Logistics, Supply Chain Management, Business Administration, or related field is an added advantage.
  • Professional Certification with Procurement and Supplies Professional and Technicians Board (PSPTB) with a Professional certification (CPSP, CIPS, CILT, CPP, CPPM, CDPP, CPDW) is preferred.

EXPERIENCE

  • 2 years of procurement and logistics experience,
  • Experience with donor (UN, USAID, etc.) assets and procurement specific procedures is an added advantage.

KNOWLEDGE, SKILLS & ABILITIES

KNOWLEDGE

  • In-depth knowledge of supply chain management including procurement, tendering, contracting, , transport, warehousing, distribution, fleet management and asset management.
  • In-depth knowledge of ERP systems

SKILLS

  • Highly skilled at using ERP systems to manage inventory logistics.
  • Strong interpersonal, influencing and negotiation skills.
  • Skilled in managing a budget
  • Skilled in training and leading a team
  • Skilled at using Microsoft Word, Excel and Outlook
  • A good command of both written and spoken English.

ABILITIES

  • Ability to act with integrity and ensure security and appropriate use of assets,
  • Keen interest to mentor others
  • Highly organized with good quantitative ability
  • Ability to maintain detailed records with high accuracy.

PHYSICAL CONDITIONS

Physical Requirements:

  • Frequent use of a personal computer, database and digital platforms, and other office productivity machinery, such as a copy machine and computer printer.
  • Frequently uses hands, fingers, and arms to reach, handle, touch or feel equipment, medical instruments, materials, computer.
  • Frequent communication and exchange of information among colleagues and persons of concern which requires the ability to speak, hear, convey and express oneself.
  • Frequent close vision and the ability to adjust focus.
  • Occasionally ascends/descends stairs, steps, or ladder
  • Occasionally move about inside an office to access file cabinets, office machinery, meet with colleagues, etc.
  • The employee must occasionally lift and/or move up to 50kgs.
  • Seldom to occasionally positions self to stoop, kneel, crouch, or crawl.
  • If in travel status, occasional to frequent traversing over rough or steep terrain in either a motor vehicle or on foot.

Work Environment:

  • The noise level in the work environment is usually moderately quiet.
  • The employee may be required to travel to remote areas of the world where there are potential health hazards and risks, limited hygiene facilities, extreme weather, and very basic living conditions.
